(BAAQMD, 2011b, Section 8.1.2.) <br /> Operational Criteria Pollutant Emissions. <br /> The Bay Area AQMD considers air pollution associated with criteria pollutants to be largely a <br /> cumulative impact. As such, the BAAQMD has established emissions thresholds above which it <br /> believes a project's individual operational criteria pollutant emissions would be cumulatively <br /> considerable, resulting in significant adverse impacts to the Bay Area region's existing air quality <br /> conditions. Therefore, it considers the following project-level criteria pollutant thresholds to <br /> address both project-level and cumulative impacts. Additional analysis to evaluate cumulative <br /> impacts is unnecessary (BAAQMD, 2011b, Section 2). <br /> Table 5. If a proposed project would cause <br /> local ambient carbon monoxide concentrations to exceed either of the two standards, the project <br /> would be considered to have a significant adverse air quality impact. The Bay Area AQMD also <br /> provides a conservative screening methodology to identify proposed projects that would have a <br /> less than significant impact on localized carbon monoxide levels ("hot spots"). If a project would <br /> increase traffic volumes at affected intersections to not more than 44,000 vehicles per hour, the <br /> 7/30/2012 <br />
