Proposed Costco Wholesale Redwood City GDF Expansion 7.A. - Page 152 <br /> Air Quality/Climate Change Analysis <br /> Page 18 <br /> net new weekday trips.s As a result, proposed 20-position GDF vehicle trip emissions are <br /> expected to be 85 percent greater than vehicle trip emissions associated with the 16-position <br /> GDF evaluated in the 2007 Certified EIR. At the request of City of Redwood City staff, vehicle <br /> trip emissions associated with the proposed 20-position GDF were also analyzed to reflect an <br /> extreme maximum assumption that existing facility vehicle trips will double. If the extreme <br /> maximum assumption was used, proposed 20-position GDF vehicle trip emissions could instead <br /> more than triple compared to the 16-position GDF evaluated in the 2007 Certified EIR. (See <br /> Appendix B, Table B-2.) Note, however, that the extreme maximum assumption that existing <br /> facility vehicle trips will double is extremely unlikely. This is because for this to occur, the <br /> proposed facility's weekday average hourly vehicle trips would need to be 75 percent higher <br /> than the existing facility's weekday peak hour vehicle trips. <br /> Operation of the proposed expanded GDF is expected to result in a 20 percent increase in daily <br /> vehicle queuing hours as compared to estimates presented in the 2007 Certified EIR. The 2007 <br /> Certified EIR estimated that the 16-position GDF would result in 75 vehicle queue hours per <br /> day, while the proposed 20-position GDF is expected to result in 91 vehicle queue hours per <br /> day. (Note that since only a 12-position GDF was approved and constructed, current vehicle <br /> queue time is estimated to be 281 hours per day, more than three and a half times greater than <br /> expected for the 16-position GDF. The proposed 20-position GDF would reduce existing daily <br /> queuing hours by nearly 70 percent.) As compared to the 16-position GDF evaluated in the <br /> 2007 Certified EIR, vehicle queuing emissions associated with the proposed 20-position GDF <br /> therefore will increase by 20 percent. At the request of City of Redwood City staff, vehicle <br /> queuing emissions were also analyzed to reflect an extreme maximum assumption that existing <br /> facility vehicle trips will double. If the extreme maximum assumption was used, proposed 20- <br /> position GDF vehicle queue time could instead be 480 hours per day, more than six times the <br /> estimated queue time in the 2007 Certified EIR and 70 percent greater than the current daily <br /> vehicle queue time. This could result in a corresponding 540 percent increase in vehicle <br /> queuing emissions for the proposed 20-position GDF as compared to the 16-position GDF <br /> evaluated in the 2007 Certified EIR. (Appendix B, Table B-3.) <br /> The 2007 Certified EIR assumed a maximum annual gasoline throughput of 9 million gallons per <br /> year. Based on a maximum gasoline throughput of 18 million gallons per year6, annual ROG <br /> emissions will increase by approximately 3 tons per year and 16.5 pounds per day (Appendix B, <br /> Table B-5). <br /> The 2007 Certified EIR did not include emissions associated with heavy duty trucks needed to <br /> deliver gasoline to the 16-position GDF. Assuming a maximum gasoline throughput of 18 <br /> million gallons per year, gasoline delivery truck emissions could also increase. (See Appendix <br /> B, Table B-4.) <br /> Daily and annual criteria pollutant changes associated with operation of the proposed Costco <br /> Wholesale 20-position Redwood City GDF, as compared to the 16-position GDF evaluated in <br /> the 2007 Certified EIR, are shown in Tables 10 and 11. Based on this information, criteria <br /> pollutant emissions associated with operation of the proposed 20-position GDF would be less <br /> than significant. <br /> 5 Documentation of trip generation from the existing 12-position GDF and from the proposed 20-position GDF <br /> expansion is presented in the July 30, 2012 Preliminary Transportation Assessment prepared by Kittelson & <br /> Associates, Inc.
