6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 11, 2013 <br /> SUBJECT <br /> Agreement for Service between the City of Redwood City and the Redwood City School <br /> District <br /> RECOMMENDATION <br /> Authorize by motion the execution of a contract with the Redwood City School District <br /> ("RCSD") to provide 8 hours per week of School Resource Officer services at both <br /> Hoover and Kennedy Middle Schools for a total of 30 weeks per year. The contract is <br /> retroactive to July 1, 2012. <br /> BACKGROUND <br /> Since 2007, the Redwood City Police Department has, pursuant to contract, provided <br /> eight hours of School Resource Officer services per week to both Hoover and Kennedy <br /> Middle Schools for the thirty week school year. The assignments are typically staffed by <br /> four officers, two at each school working four hours per week on an overtime basis. <br /> These positions were initially funded through a five year California Department of <br /> Education grant which expired at the end of the last school year (2011-12). With the <br /> expiration of the grant RCSD had to look for alternative funding sources and was able to <br /> allocate funds in October of this year. In the meantime, the Department continued to <br /> meet our previous staffing commitments. Under the contract up for consideration, <br /> RCSD and the police department will fund the positions going forward on a partnership <br /> basis. <br /> RCSD has requested eight hours of part-time SRO services per school for the 2012-13 <br /> school year. The contract covers the period from July 1, 2012 through June 30, 2013. <br /> The cost for the services is approximately $45,000. By mutual agreement, RCSD will <br /> make total payment of $16,000.00 to partially offset the cost of providing the officers. <br /> Existing police personnel resources are being utilized to provide the services and the <br /> Department's portion of the cost has been accounted for in the department overtime <br /> budget. <br /> ANALYSIS <br /> The partnership between Hoover, Kennedy and the Department is an important part of <br /> our on-going efforts to reach out to the youth in our community and establish strong <br /> relationships with all community members. Due to the consistent weekly contact, the <br /> School Resource Officers are uniquely positioned to serve as mentors and role models <br /> for "at risk" students at a critical time in their lives.
