In addition to traffic counts,
customer surveys were collected interviewing the users of the fuel station on their travel in order
to document the existing trip type characteristics of the fuel station traffic. Overall, 195 surveys
were collected during the weekday p.m. peak period and 211 surveys were collected during the
weekend midday peak period to establish a site-specific trip type characteristics profile for the
existing fuel station. The survey was created consistent with the Institute of Transportation
Engineers (ITE) Trip Generation reference guidelines and documented four different trip types for
the fuel station traffic: net new trips, internal trip, pass-by trips, and diverted trips. The results of
the fuel station specific trip generation data collection are summarized in Table 2.
Table 2 Existing Redwood City Costco Gasoline Station Trip Generation
Weekday PM Peak Hour Weekend Midday Peak Hour
In Out Total In Out Total
Existing Costco Gasoline Station
(12 fueling positions)
Total Trip Ends 200 200 400 215 215 430
Internal Trips
(22°o PM,47°o MDJ 45J (45J (90J (100J (100J (200J
External Trips 155 155 310 115 115 230
Pass-by Trips
(22°o PM,29°o MDJ 35J (35J (70J (35J (35J (70J
Diverted Trips (90J (90J (180J (60J (60J (120J
(59°o PM,52°o MDJ
Net New Trips 30 30 60 20 20 40
Confirmed by the results of the trip generation study at the existing Redwood City Costco Gasoline
facility is the fact that the unique nature of Costco operations and its membership requirements
result in different trip characteristics than those observed at the standard fuel stations summarized
in the ITE Trip Generation guidebook. The percentage of pass-by trips at Costco fuel stations is
lower than that quoted in the ITE guidebook for typical fuel stations. Correspondingly, membership
requirements also have a significant effect on trip internalization (or sharing of trips) between the
warehouse and the fuel station.
