The member surveys collected in May 2011 showed a <br /> lower percentage of internal trips during the weekday p.m. peak hour than the trip type <br /> percentages used in the 2006 study which were not specific to the Redwood City site. During the <br /> weekend midday peak hour, the EIR underestimated the total trip ends that are actually being <br /> generated by the fuel station by 50 trip ends (or 25 vehicles). During the weekend peak period, the <br /> actual number of internal trips occurring between the fuel station and the warehouse is fairly <br /> consistent with that assumed in the 2006 EIR. During both the weekday p.m. and weekend midday <br /> peak hours, the EIR underestimated the number of pass-by and diverted trips that are actually <br /> occurring from the fuel station. Fundamentally,the trip generation study completed for the existing <br /> operational Redwood City Costco Gasoline fuel station confirmed two key pieces of information: <br /> The existing fuel station is generating essentially the same number of trips that would <br /> be expected from a four island (16 fueling position) facility indicating that the trip <br /> generation for Costco Gasoline fuel stations does not appear to be directly related to the <br /> number of fueling positions. <br /> The 2006 EIR for the initial development approval accurately estimated the number of <br /> total trip ends and number of net new trip ends generated by the fuel station within a <br /> reasonable margin of error. <br /> Finally,existing traffic volumes along Middlefield Road were compared to those assumed under site <br /> build-out conditions in the 2006 EIR. That comparison is provided in Table 4.
