Redwood City Costco Gasoline Expansion Pr 7.A. - Page 236 <br /> August 20,2012 ruye�v <br /> EXPANDED FUEL STATION TRAFFIC CHARACTERISTICS <br /> This section summarizes information on the expected transportation characteristics and impacts <br /> associated with expanding the existing fuel station from 3 islands (12 fueling positions) to 5 islands <br /> (20 fueling positions). In particular, this section discusses the expected change to trip generation <br /> and site operations at the fuel station (queuing, wait times) with the proposed expansion to 5 <br /> islands (20 fueling position) in place. The preliminary assessment included developing and <br /> comparing trip generation estimates using both standard assumptions for the Institute of <br /> Transportation Engineers (ITE) and a use-specific Costco database. The analysis also evaluated <br /> whether there was any consistent or predictive relationship between trip generation and other <br /> characteristics such as number of fueling positions and sales volume. <br /> Costco Transportation Database <br /> For the past fifteen years, KAI has maintained a database of traffic data and transportation <br /> characteristics for Costco Wholesale. The database contains transportation information such as trip <br /> generation, trip type percentages, and parking demand for Costco locations in the United States, <br /> Canada, and Mexico. The database is updated and refined each time new Costco traffic counts or <br /> information become available to KAI. The Costco database was determined as the best source from <br /> which to develop the trip generation estimate for the Redwood City Costco Gasoline expansion <br /> project since it provides use-specific data that most accurately represents the anticipated traffic <br /> characteristics of the project. Costco has invested significant effort into developing this use-specific <br /> trip generation database for both their warehouses and their fuel stations because of the unique <br /> characteristics of Costco customer travel that exist due to membership requirements and the <br /> nature of Costco sales (typically larger volume purchases and lower frequency visits than <br /> traditional retailers). These unique elements apply to the trip generation for Costco warehouses, <br /> Costco Gasoline fuel stations, and the interaction of trips between the two. <br /> The database currently has traffic information from numerous locations in large metropolitan areas <br /> of California (Bay Area, LA Area, and San Diego). In addition, given that the proposed site plan for <br /> the Redwood City location is to expand the existing 3 island fuel station (12 fueling positions) to a 5 <br /> island (20 fueling position) facility, data from the two existing 5 island Costco Gasoline facilities in <br /> the continental United States (Scottsdale and Tucson, Arizona) was also collected and evaluated to <br /> prepare the trip generation estimate for the Redwood City expansion project. Data from <br /> representative sites in the database was used to confirm the findings at Redwood City, compare the <br /> Kittelson&Associates,Inc. Boise,Idaho <br />
