Redwood City Costco Gasoline Expansion ProjE 7.A. - Page 248
August 20,2012 ruye 30
APPROACH #1: TRIP GENERATION BASED ON EQUAL OR GREATER ACTIVITY SITES
Given that the existing transaction numbers and sales volume at the Redwood City location are
equivalent to or lower than the representative sites and that the data shows that trip generation is
not directly related to number of fueling positions, a possible trip generation estimate was prepared
by taking an average from all of the representative 16 and 20 island facilities in the database. Given
that activity at all of these locations is reported to be higher than was currently occurs at the
Redwood City location, it is likely would be an appropriate estimation for the project. Table 12
summarizes the total fuel station trip generation estimated under an expanded scenario based on
data from the representative 16 and 20 fueling position locations. It also summarizes the trip type
breakdown for the estimate given the existing internal trip capture, pass-by, and diverted trip rates
determined from survey data collected at the Redwood City Costco site in May 2011 and compares
the trip generation estimate under the expanded scenario to the trip generation of the existing site.
Table 12 Approach #1: Expanded (20 Fueling Position) Redwood City Costco Gasoline Trip
Generation Estimate Based on Equal or Greater Activity Sites—
Weekday PM Peak Hour
Existing Site 5 Island Expanded
Trip Generation Trip Generation Difference
In Out Total In Out Total In Out Total
Total Trip Ends 200 200 400 215 215 430 15 15 30
Internal Trips(22%PM) (45) (45) (90) (45) (45) (90) (0) (0) (0)
External Trips 155 155 310 170 170 340 15 15 30
Pass-by Trips(22%PM) (35) (35) (70) (35) (35) (70) (0) (0) (0)
Diverted Trips(59%PM) (90) (90) (180) (100) (100) (200) (10) (10) (20)
Net New Trips 30 30 60 35 35 70 5 5 10
As shown in Table 12, applying this approach results in an estimate of approximately 430 total trip
ends and 70 net new trip ends during the weekday p.m. peak hour. This equates to increase of 30
additional external trip ends and 10 additional net new trip ends over what the site is currently
generating during the weekday p.m. peak hour.
APPROACH #2: TRIP GENERATION BASED ON HIGHEST OBSERVED 5 ISLAND LOCATION
The second approach used to develop a trip generation range for the proposed project was to review
the existing activity and trip generation for the other 5 island (20 fueling position) Costco Gasoline
locations that existing in the continental United States.
