Redwood City Costco Gasoline Expansion ProjE 7.A. - Page 250
August 20,2012 ruye 3a
14 further confirms that trip generation is not directly related to the number of islands or fueling
positions provided. While Scottsdale is a 5 island facility and generates more trips than the existing
Redwood City location, Tucson is also 5 islands and generates fewer weekday p.m. peak hour trips
and approximately the same number of weekend midday peak hour trips as the existing Redwood
City location.
Although fuel station trip generation does not appear from to be directly related to the number of
fueling positions, a second approach was used to develop a trip generation estimate for the project
assuming the proposed Redwood City 5 island fuel station will generate the same number of trips as
the existing 5 island facility in Scottsdale (which is the highest generating Costco Gasoline facility of
any in the database). Table 15 shows the trip generation for the expanded Redwood City fuel station
under this conservative scenario.
Table 15 Approach #2: Expanded Redwood City Costco Gasoline Trip Generation Estimate Based on
Highest 5 Island Site Observed—Weekday PM Peak Hour
Existing Site 5 Island Expanded
Trip Generation Trip Generation Difference
In Out Total In Out Total In Out Total
Total Trip Ends 200 200 400 250 250 500 50 50 100
Internal Trips(22%PM) (45) (45) (90) (55) (55) (110) (10) (10) (20)
External Trips 155 155 310 195 195 390 40 40 80
Pass-by Trips(22%PM) (35) (35) (70) (40) (40) (80) (5) (5) (10)
Diverted Trips(59%PM) (90) (90) (180) (115) (115) (230) (25) (25) (50)
Net New Trips 30 30 60 40 40 80 10 10 20
As shown in the database and Table 15, applying the highest trip generation observed at other Costco
Gasoline facility would result in a trip generation estimate for the expanded Redwood City Costco
Gasoline fuel station of approximately 500 total trip ends and 80 net new trip ends during the
weekday p.m. peak hour. This equates to an increase of 100 additional total trip ends and 20
additional net new trip ends over what the site is currently generating during the weekday p.m. peak
hour. Given the level of activity and sales volume at the Scottsdale location in comparison to that the
Redwood City, this is likely a conservative estimate for the additional number of trips that would be
generated by proposed expansion.
Kittelson&Associates,Inc.
