RE7.A. - Page 251 Expansion Project#:11637.0 <br /> Auyus<<v,LV1L Page 39 <br /> APPROACH #3: TRIP GENERATION BASED ON BEFORE &AFTER DATA FROM OTHER EXPANSION <br /> SITES <br /> In developing a trip generation estimate for the project, it is important to recognize that the fuel <br /> station exists today and the proposed project is an expansion to this existing use and not the addition <br /> of a new use. Furthermore, the market area of the Redwood City Costco is already defined through <br /> existing membership and operations.As such, and as demonstrated by data at other sites, it's unlikely <br /> that the trip generation of the fuel station will increase directly in proportion to the increased <br /> number of fueling positions. More likely is that the additional fueling positions will serve to more <br /> efficiently and effectively process the current peak demand at the fuel station, thus reducing wait <br /> times, vehicle queuing, and vehicle idling. To test this assumption, before and after data from other <br /> Costco Gasoline fuel station expansion sites was reviewed to determine a more representative <br /> relationship between new trip generation and the addition of fueling positions to an existing station. <br /> Costco has not expanded any other site from 3 islands to 5 islands, however, there are multiple <br /> examples of sites expanded from 3 islands to 4 islands and one example of a site expanded from 4 <br /> islands to 5 islands. KAI worked with Costco to identify six other Costco Gasoline locations that have <br /> expanded in size. The comparable expansion sites identified were: <br /> Salem, Oregon (3 to 4 islands) Folsom, California (3 to 4 islands) <br /> Kona, Hawaii (3 to 4 islands) Vancouver,Washington (3 to 4 islands) <br /> Orem,Utah (3 to 4 islands) Waipio, Hawaii (4 to 5 islands) <br /> In order to work with a representative sample size, Costco provided fuel transactions collected on an <br /> hourly basis for an entire two month period before and an entire two month period after the <br /> expansion of each of these fuel stations. Only data that was collected during similar months of the <br /> year prior to and after the expansion was included in this summary(for example,fuel transactions for <br /> the months of March and April before the expansion were compared to fuel transactions for the <br /> months of March and April after the expansion). The data reviewed for these sites was all from 2008 <br /> or prior as the results of data pulled from other sites in addition to the six listed showed that the <br /> recent economic conditions in 2009 and 2010 has also influenced activity levels at certain Costco <br /> Gasoline locations. For example, data from a site in Wilsonville, Oregon (which underwent an <br /> expansion in early 2009) actually showed a decrease in the level of activity in comparing 2008 and <br /> 2009 transaction levels.As such,the data from this site was not used. <br /> The results of this before and after comparison for the six listed sites are provided in Table 16.Again, <br /> Table 9 contains additional information about these representative sites and how their <br /> characteristics compare to those of the Redwood City site. <br /> Kittelson&Associates,Inc.
