However, the increase found is significantly less than what would be calculated from a direct linear relationship to the number of vehicle fueling positions. Using a linear relationship, expanding the fuel station from 12 to 16 fueling positions would equate to an increase in activity or trip generation of 33% and expanding the fuel station from 16 to 20 fueling positions would equate to an increase of 25%. However,the actual before and after data shows on average only a 9.6%increase in activity following the fuel station expansions. Based on this transaction data, it can be correlated that trip generation to and from the Redwood City site may follow the same trend pattern and increase by approximately 9.6% with the proposed expansion. The expansion at Redwood City proposes to increase the fuel station from the existing 12 fueling positions to 20 fueling positions (an 8 fueling position or 67% increase). While the examples available to compare before and after conditions are expansions of 4 fueling positions, the information from those sites is still applicable and reasonable to use in this assessment. The before and after data captures the change in demand that results from reducing peak hour queues and wait times at the fuel stations. This effect and the latent demand realized by either a 4 position expansion or an 8 positions expansion is likely not significantly different. In both cases, peak queues and wait times are significantly reduced and those members who previously chose not to purchase fuel because of the wait times will likely do so in either case once the operations are improved. Table 17 summarizes a trip generation estimate for the project using the approach of applying a percent increase based on the before and after data seen at other expansion locations.
