This <br /> equates to an increase of 40 additional total trip ends and 10 additional net new trip ends over what <br /> the site is currently generating during the weekday p.m. peak hour. Applying this approach yields <br /> very similar results to Approach #1 which was based on the trip generation seen at other 4 and 5 <br /> island locations with equal or greater activity to that of Redwood City under existing conditions. Even <br /> conservatively applying double the growth rate seen at other Costco Gasoline expansion locations to <br /> account for the fact that the project proposes to expand the facility by 8 fueling positions (i.e., <br /> applying a 19.2% growth instead of the 9.6% growth seen at the example locations) would result in <br /> an estimated increase of 80 total weekday p.m. peak hour trips ends. This is less conservative than <br /> using Approach#2 based on the highest trip generation observed at existing 5 island facilities. <br /> APPROACH #4: TRIP GENERATION BASED ON A LINEAR INCREASE WITH SIZE <br /> All of the above data indicates that trip generation at Costco Gasoline facilities is not directly related <br /> to the number of islands (or fueling positions). In fact, the transportation profession in general is <br /> moving towards modifying the gasoline station land use codes and working on studies that include <br /> different independent variables for trip generation. In particular for the case of Costco Gasoline <br /> facilities, membership base (since they are member-only facilities), market area, and adjacent <br /> warehouse activity appear to have a much greater influence on the activity levels of the associated <br /> fuel stations than whether the facility is 12, 16, or 20 fueling positions (the three typical Costco <br /> models). The Redwood City site itself confirms this as the existing 3 island station is generating <br /> Kittelson&Associates,Inc. Boise,Idaho <br />
