As such, it appears that using this approach does <br /> not yield a reasonable or realistic estimate for the likely increase in trips at the Redwood City <br /> location. <br /> APPROACH #5: TRIP GENERATION BASED ON GENERIC RATES IN THE ITE TRIP GENERATION <br /> MANUAL <br /> The straight linear increase in trips presented in Approach #4 is consistent with the methodology for <br /> fuel stations in the ITE manual Trip Generation. The manual provides trip rates based on the number <br /> of fueling positions from data collected at various fuel stations but is not based on information or <br /> data specific to Costco. As described previously in this memorandum, Costco is a very specific use <br /> that has unique trip generation characteristics based on membership requirements and the unique <br /> nature of Costco sales and operations. Even though the generic trip generation in the ITE manual is <br /> not specific to Costco, a trip generation estimate was developed using those rates as a comparison to <br /> Kittelson&Associates,Inc.
