RE7.A. - Page 259 Expansion Project#:11637.0 <br /> Auyus<<v,LV1L Page 47 <br /> FINDINGS <br /> Based on the results of the evaluation outlined in this memorandum,the following findings have been <br /> developed: <br /> Existing Site Trip Generation <br /> The 2006 EIR accurately estimated the total trip ends and net new trip ends that are <br /> actually being generated by the Costco Gasoline fuel station now that it is operational <br /> within a reasonable margin of error. <br /> The EIR did overestimate the number of shared trips that occur between the fuel station <br /> and the Costco warehouse during the weekday p.m.peak hour. <br /> During both the weekday p.m. and weekend midday peak hours, the EIR underestimated <br /> the number of pass-by and diverted trips that are actually occurring from the fuel station. <br /> The existing fuel station is generating essentially the same number of trips that would be <br /> expected from a four island (16 fueling position) facility indicating that the trip <br /> generation for Costco Gasoline fuel stations does not appear to be directly related to the <br /> number of fueling positions. <br /> Existing 2011 and 2012 weekday p.m. peak hour traffic volumes at the Middlefield <br /> Road/Willow Street intersection, and along Middlefield Road in the immediate site <br /> vicinity, are the essentially the same or in some cases less than what was projected for <br /> near-term plus project conditions in the 2006 EIR. <br /> Site Activitv Profiles <br /> On an annual basis, December represents the peak month of activity on the existing site <br /> and is approximately 11% higher than the time period when the recent traffic and parking <br /> counts data was collected (May 2011). <br /> Activity at the site in May 2011 when the counts were collected was above the average for <br /> the time period from November 2009 to May 2011 (the only months with higher activity <br /> were during the holiday season in December 2009 and December 2010). <br /> Weekday daily activity at the warehouse is relatively consistent between noon and 6 p.m. <br /> and weekend activity is relatively consistent between noon and 5 p.m. <br /> During the time periods outside of those windows, activity at the warehouse is <br /> significantly lower. <br /> Kittelson&Associates,Inc.
