Redwood City Costco Gasoline Expansion ProjE 7.A. - Page 260 <br /> August 20,2012 ruye va <br /> Activity at the fuel station is consistent through most hours of the day and does not <br /> demonstrate typical peaking characteristics that are often found on roadways and <br /> intersections. <br /> The activity profile confirms that the Costco Gasoline fuel station is an ancillary use to the <br /> overall Costco warehouse and that approximately 80% of the daily fuel station activity <br /> occurs during the hours when the warehouse is also open. <br /> Parkin� <br /> Under existing conditions, the retail center parking lot in total was 66% occupied during <br /> the peak period (weekend midday) and the Costco-specific parking was 73%occupied. <br /> Given that the seasonal peak activity observed at the site (December 2010) was <br /> approximately 11% higher than that during the month when the parking data was <br /> collected (May 2011), the peak occupancy during the holiday peak would be <br /> approximately 82%on the Costco parcel. <br /> While some parking will be removed immediately adjacent to the fuel station to <br /> accommodate the additional fuel islands, overall on the site there will be a net parking <br /> gain of 2 stalls with the proposed expansion and it can be concluded that there will still be <br /> sufficient parking on site to accommodate the typical and seasonal peak parking demands <br /> with an expanded fuel station in place. <br /> Expanded Fuel Station Trip Generation <br /> An important trend seen from trip generation studies at over 20 Costco Gasoline facilities <br /> is that trip generation is not directly related to the number of islands (or fueling <br /> positions) at a facility(this is also consistent with recent ITE studies). <br /> Both a linear and logarithmic regression analysis was conducted on the trip generation <br /> data for the independent variables of number of fueling positions and fuel volume sold. <br /> o It was found that trip generation at the Costco Gasoline fuel stations does not have <br /> a direct linear or logarithmic relationship to number of fueling positions or to <br /> average daily gallons sold that could be used to predict future trip generation. <br /> Given that we have actual trip counts from traffic count data over 25 existing Costco <br /> Gasoline facilities (including the existing Redwood City location and all other existing 5 <br /> island facilities in the mainland United States) there is no reason to try an estimate trip <br /> Kittelson&Associates,Inc.
