RE7.A. - Page 261 Expansion Project#:11637.0 <br /> Auyus<<v,LV1L Page 49 <br /> generation based on surrogate measures (such as gallons of fuel sold) as we have the true <br /> data based on traffic counts. <br /> Based on these findings, a range of other methodologies were applied to determine a <br /> reasonable yet conservative estimate for the expected increase in trip generation due to <br /> the proposed fuel station expansion. <br /> To complete a detailed and thorough review of trip generation, five approaches were used <br /> to develop a range of possible trip generation estimates for the expanded Redwood City <br /> fuel station: <br /> o Approach #1 - Preparation of a trip generation estimate based on the trip <br /> generation observed at other 4 and 5 island Costco Gasoline facilities with <br /> equivalent or greater activity and sales than that of Redwood City <br /> o Approach #2 - Preparation of a trip generation estimate based on the highest trip <br /> generation observed at any of the other 5 island Costco Gasoline facilities in the <br /> continental United States <br /> o Approach #3 - Preparation of a trip generation estimate based on before and after <br /> data from other Costco Gasoline expansion sites and the percent increase in trips <br /> seen at those locations <br /> o Approach #4 - Preparation of a trip generation estimate assuming a straight linear <br /> increase in trips proportionate to the increase in fueling positions (i.e., a 66% <br /> increase in trips) <br /> o Approach #5 - Preparation of a trip generation estimate based on the generic trip <br /> generation rates in the ITE publication Trip Generation <br /> The five approaches result in a trip generation estimate range varying from 430 total <br /> weekday p.m. peak hour trips to 660 total weekday p.m. peak hour trips. <br /> It is clear from all of the data presented that Approach #4 (660 total weekday p.m. peak <br /> hour trips) is unreasonable and unrealistic <br /> o All of the data indicates that trip generation is not directly linear with number of <br /> fueling positions <br /> o Furthermore, applying that approach yields an estimate that is 32% higher than <br /> the actual trip generation observed at any existing Costco Gasoline location where <br /> Kittelson&Associates,Inc. Boise,Idaho <br />
