Redwood City Costco Gasoline Expansion 7.A. - Page 266 <br /> August 14,2012 ruye 3 <br /> INTERSECTION LEVEL OF SERVICE <br /> Using the peak hour traffic counts and existing lane configurations and signal timing information, <br /> weekday p.m. peak hour and Saturday midday peak hour intersection levels of service for the three <br /> intersections were also calculated. The results of the intersection operational analysis are also <br /> summarized in Figures 1 and 2 for the respective time periods. The intersection level of service results <br /> summarized in the figures are based on the Highway Capacity Manual 2000 procedures. As can be <br /> seen from the figures and as experienced in the field, the Middlefield Road/Woodside Road <br /> intersection is operating essentially at capacity (volume-to-capacity ratio of 0.98) during the weekday <br /> p.m. peak hour. Although not specifically represented in Figure 1, the capacity constraint at the <br /> Middlefield Road/Woodside Road intersection does lead to queuing along both roadways during the <br /> peak time periods and can impact operations of adjacent intersections and site access points. Based <br /> on these observations and input from the public, the City of Redwood City and Costco are currently <br /> beginning dialogue with CalTrans to investigate potential signal timing changes or other <br /> enhancements to address the existing peak hour congestion at the Middlefield Road/Woodside Road <br /> intersection.Attachment 2 contains the detailed traffic operations analysis worksheets. <br /> PROJECT IMPACT ON INTERSECTION LEVELS OF SERVICE <br /> As requested by the City of Redwood City, a preliminary assessment of the impact of the proposed <br /> fuel station expansion project on existing intersection levels of service was also conducted. The <br /> assessment was conducted for the critical weekday PM peak hour. The additional external trips <br /> associated with the proposed fuel station expansion were assigned to the study intersections based <br /> on existing travel patterns and turning movements. These assigned project trips were then added to <br /> the existing conditions traffic volumes to develop "existing plus project" traffic volumes for the <br /> weekday p.m. peak hour. The "existing plus project" traffic volumes plus the corresponding weekday <br /> p.m. peak hour intersection levels of service are summarized in Figure 1. As can be seen from the <br /> figure, the additional traffic generated by the proposed fuel station expansion will not have a <br /> significant effect on existing levels of service or volume-to-capacity ratios at the study intersections. <br /> All intersection levels of service remain the same with the addition of project traffic volumes and <br /> there are only minor changes in overall intersection average delay and volume-to-capacity ratio. <br /> Kittelson&Associates,Inc.
