RE7.A. - Page 265 Expansion Project#:11637 Auyusi iv,LV1L Ppge 2 To provide context, these recent traffic counts from May 2012 were compared to other traffic counts collected in the study area over the past 6 years since the initial Costco on-site redevelopment project was considered. Table 1 provides a comparison of traffic volumes on Middlefield Road over the past 6 years. In comparing recent volumes (2010, 2012) to those collected before the new Costco warehouse and fuel station were constructed (2006, 2008), there have been only relatively minimal changes in traffic volumes along the corridor. Comparing the most recent counts taken before the old Costco warehouse closed (2008) to those taken in May 2012 shows a 3-4% increase in traffic along Middlefield Road between Willow Street and Woodside Road. Traffic volumes on arterials fluctuate on a daily basis in many cases up to 10% and there has also been other general growth in the area. In short, this comparison supports the findings from previous traffic summaries for the Costco site in that volumes on Middlefield Road have remained relatively consistent since 2006 and the redevelopment of the Costco site itself(including the addition of the fuel station) has not significantly changed the traffic conditions on Middlefield Road. There are traffic congestion concerns along the corridor but they cannot be attributed solely to the Costco redevelopment and fuel station. In reviewing the study corridor as a whole (TOTAL in Table 1), again the volumes along Middlefield have remained relatively consistent over the past 6 years and the fluctuation seen is not unexpected for an arterial roadway when comparing traffic counts from any given day. One of the primary differences has been the shift of volumes from east of Willow Street to west of Willow Street due to the location of the signalized intersection to Costco and the neighborhood.The link volumes all range within 200-300 vehicles which, again, is within a typical or expected range of fluctuation for an arterial on a daily basis.
