7.A. - Page 392 <br /> Costco Warehouse and Gas Station Project <br /> Historic Chronoloqy <br /> In 2005, Costco Wholesale (the "Applicant") proposed to redevelop its site by <br /> demolishing its existing warehouse and constructing a new facility including a larger <br /> sales warehouse, a tire center, and a new 16-pump gasoline station (the "Project"). <br /> Pursuant to the requirements of the California Environmental Quality Act ("CEQA"), a <br /> Draft and Final Environmental Impact Report ("EIR") were prepared in 2006 and 2007, <br /> respectively, which included environmental analyses for the proposed 16 fuel stations <br /> (see Documents 3 and 4, available on the City's website and at Planning Services). <br /> On June 19, 2007, the City held a joint Planning Commission/Zoning Administrator <br /> hearing on the Project, and the Planning Commission certified the 2007 Final EIR for <br /> the proposed 16 fuel stations (see Documents 5 and 6, available on the City's website <br /> and at Planning Services). The Zoning Administrator approved the Project with a <br /> smaller gasoline station comprised of three islands and 12 fuel stations (see Document <br /> 7, available on the City's website and at Planning Services). <br /> On June 26, 2007, the Project was appealed to the City Council by members of the <br /> Redwood Village Neighborhood Association (see Document 8, available on the City's <br /> website and at Planning Services). <br /> On August 8, 2007, Addendum No. 1 was prepared to address a production error in <br /> Appendix D of the 2006 Draft EIR which contained the traffic study and technical <br /> memos on which the Traffic and Circulation section of the 2006 Draft EIR was based <br /> (see Document 9, available on the City's website and at Planning Services). <br /> On August 13, 2007, the City Council conducted an appeal hearing on the Project, in <br /> which it upheld the Planning Commission's certification of the 2007 Final EIR and the <br /> Zoning Administrator's approval of the Project with the reduced 12-pump gasoline <br /> station (see Documents 8 and 10, available on the City's website and at Planning <br /> Services). <br /> On May 22, 2012, the Planning Commission held a study session to provide preliminary <br /> feedback on the proposed scope and site design of the Costco Gasoline Station <br /> Expansion Project ("Modified Project") to expand the existing Costco Wholesale <br /> gasoline station from three islands and 12 fuel stations to five islands and 20 fuel <br /> stations. In response to the Planning Commission's comments and recommendations, <br /> the Applicant submitted a detailed response. <br /> In September 2012 ICF International, the City's environmental consultant, completed <br /> Addendum No. 2 to the 2007 Final Environmental Impact Report for the Redwood City <br /> Costco Gasoline Station Expansion Project. <br />
