He noted landscaping issues that <br /> affect visibility and water runoff. <br /> Mr. Lee noted that the representative from Costco offered an unscientific poll of 2300 <br /> Costco members and asked the Commission to disregard it. He stated it is not an <br /> accurate representation of people living in the area who will be impact by this. He stated <br /> if Costco wants a real study they would survey residents who commute through this <br /> area. He noted that according to his math there has been a 14% increase in traffic since <br /> the previous EIR. <br /> MOTION TO CLOSE THE PUBLIC HEARING <br /> M/S: (Borgens/Holt) <br /> Motion Passed. <br /> Vice Chair Holt asked how many tanks this Costco has. <br /> Mr. Rogers stated there are three tanks, two with regular unleaded and one with <br /> premium. He stated there is not a proposal to increase tanks. <br /> Vice Chair Holt noted that under initial EIR I 2007, it was assumed 9 million gallons per <br /> year with 16 positions. <br /> Mr. Rogers replied that is correct. <br /> Vice Chair Holt noted that potential maximum could double with 20 positions, which <br /> would be 18 million per year. <br /> Mr. Rogers stated that question was studied with ICF extensively because it's difficult to <br /> figure out gallons sold with the number of pumps with traffic generation, so to be <br /> conservative, numbers were taken from gas stations in California that were selling the <br /> highest volume of gas, and then that was doubled. He noted that number is still well <br /> below the Bay Area Quality District number of 28 million. <br /> Vice Chair Holt asked if, assuming 18 million as the most gas sold, that would lead to an <br /> increase in the refill times for the same number of tanks. <br /> Mr. Rogers replied yes. <br /> Vice Chair Holt asked if those would be the big tankers. <br /> Mr. Rogers replied yes and asked Ms. Hennum how many come to this station per week. <br /> Ms. Hennum stated that currently on average the Redwood City site gets between 5 and <br /> 7 tank deliveries per week. <br /> Commissioner Bondonno thanked Mr. Rogers for the letter dated July 30 in response to <br /> all items discussed in the last meeting. He asked about the internal intersection with <br /> Orchard Supply. <br /> Mr. Rogers stated they have been looking at a number of ideas to slow down traffic <br /> there. He stated with the reconfiguration of the parking lot with the expansion, traffic <br /> there would change slightly. He noted that traffic not staying to park would exit a <br /> Page 7 of 21 <br />
