He noted a possible enhanced crosswalk and a <br /> possible speed bump to slow traffic down as well. <br /> Commissioner Bondonno stated the current thought process is to calm traffic but there's <br /> no substantial reconfiguration of intersection. <br /> Mr. Rogers replied now and asked if there's a stop sign from the Costco side. <br /> Mr. Lyon replied no. <br /> Mr. Rogers stated a stop sign could go there. <br /> Commissioner Bondonno asked if reconfigurations are being considered. <br /> Mr. Rogers replied yes. <br /> Commissioner Bondonno stated he just wants to start thinking about what that might be <br /> but there are lots of technical issues that go into it. <br /> Mr. Rogers stated that he was remiss in saying that traffic calming measures were being <br /> taken because those steps have not been taken quite yet. <br /> Commissioner Tabing notes the slide with the historical levels of service for the three <br /> intersections. He stated it seems that during the initial consideration <br /> Middlefield/Woodside was at D and now it's at E. He asked how that happened. <br /> Mr. Lyon stated the original Costco facility prior to this expansion was somewhere <br /> around 120 thousand square foot warehouse that increased to 160 thousand square feet <br /> and added the gas station. He stated the overall increase in warehouse size along with <br /> addition of fueling station that ultimately generated the additional trips that were <br /> analyzed and certified. He stated as part of that project there were a number of offsite <br /> improvements that helped to mitigate that issue. <br /> Ms. Hennum stated that there was a step in between 2006 existing conditions and the <br /> Costco site reconfigured. She stated that Costco is not the only generator of traffic on <br /> that road so background growth has to be considered. <br /> Commissioner Tabing asked about the number of seconds delay at the Woodside <br /> intersection. He asked for more information on how accurate the delay numbers are. <br /> Ms. Hennum noted that these delays are not accurate day by day. She stated they are <br /> averaged out over a week or even years, depending on the situation. She stated the <br /> relative comparison of the existing level of service and the existing plus project level of <br /> service are accurate comparisons. <br /> Commissioner Tabing asked if the approval of this project moved forward and one <br /> condition was that the E at Middlefield/Woodside intersection could not be any higher <br /> than that five second delay, would there be any way to enforce that. He asked if there <br /> are alternatives that can be done by the Commission. <br /> Mr. Lyon stated that one thing done considering the project in its original request was to <br /> ask applicants to verify the traffic reports and follow up analysis on how accurate the <br /> traffic forecasts were.
