7.A. - Page 401 <br /> Commissioner Tabing stated that he is convinced the queuing would be solved by the <br /> proposal. He stated he is not sure about the true traffic impacts off-site and is nervous <br /> about a possible margin. <br /> Mr. Carter stated the City has consistently decided to apply this threshold of a five <br /> second delay. He stated that if thought of in a continuum, any vehicles added to the <br /> road can increase the delay, but the point of requiring mitigation must be decided upon. <br /> He stated that the delay is from the most conservative analysis. <br /> Mr. Tabing stated that the intersection is even at the E level already. He asked Staff if <br /> there are other examples of E level intersections. <br /> Mr. Lyon stated there are several intersections in Redwood City at E and F level of <br /> service. <br /> Ms. Manzi stated that the worst performing intersections are around Woodside Road and <br /> around EI Camino. She stated there's no way to separate what traffic is being generated <br /> by Costco or by other projects or by natural growths. <br /> Commissioner Radcliffe asked if the analysis is giving worst-case scenario. <br /> Mr. Carter replied yes. <br /> Commissioner Radcliffe stated that is better than just average scenario. <br /> Commissioner Borgens stated she is surprised there hasn't been more study of traffic <br /> flowing in and out of the area with Orchard Supply. She stated the problem with <br /> blocking the intersection will affect the intersection and that has not seemed to be <br /> addressed. She stated she is not convinced 20 fueling stations will not increase traffic <br /> flow because the price of gas is now so competitive. She stated that she is not <br /> convinced that selling gas is a Costco experience. She stated that so far the <br /> neighborhood has embraced the changes of that property. She noted tests were done in <br /> the middle of the week but later in the week would show more of the impact, or at least <br /> look at the whole week. She stated changing the parking situation and a redesign of the <br /> parking lot might help with the queuing issue as much as adding more fuel pumps. <br /> Vice Chair Holt stated that the original Costco expansion was studied very intensely, <br /> particularly with regards to parking. In the report the increase in the fueling station and <br /> the amount of people who will come are not directly related. She asked if sixteen fueling <br /> stations would meet the need of Costco providing a better experience in terms of the <br /> queuing and also not have the potential significant impact on the traffic. <br /> Commissioner White noted that he is a Costco member and queued at the fuel pumps <br /> just that morning. He noted the issue of emissions occurring during idle time at the fuel <br /> pumps. He noted that won't be fully offset because of new generations, but the ten <br /> minute wait could drop to half that and would have a significant environmental <br /> improvement in terms of emissions. He stated there is nothing proposed here to make <br /> a substantial improvement with regards to the intersections. He noted the issue of <br /> customers turning left out of Costco and ignoring the yellow light and asked what can be <br /> done to improve that with better enforcement. He stated even moving forward with 16 <br /> pumps Costco should come back to the Planning Commission and ask about the <br /> Page 9 of 21 <br />
