7.A. - Page 404 <br /> Commissioner Radcliffe noted page 38, and stated 16 seems to provide a shorter queue <br /> and keeps trips generated fairly close to what they are at 12. <br /> Commissioner Bondonno stated that this chart may be misleading but the analysis of the <br /> 16 gas pumps in this table and the diagrams does not correlate with what is happening <br /> on the ground of Costco Redwood City. It's more indicative of other sites that have 16 <br /> fueling stations. <br /> Ms. Hennum stated this table does not address having 16 positions in Redwood City. <br /> She stated that what is known right now is Redwood City generates 400 trips in the peak <br /> hour and because there are only 12 positions, the maximum queue is about 56 vehicles. <br /> She stated based on data from other sites there are 16 positions generating less than <br /> what Redwood City does today, and there are some generating slightly more. She <br /> stated that all data points to the fact that if you increase the number of positions it's not <br /> going to linearly increase the number of trips that are coming. There may be some <br /> increase and we estimated a conservative amount of that based on this convenience <br /> factor. She stated statistically speaking, if there are more pumps, the queues will be <br /> decreased, even if the demand increases slightly. <br /> Mr. Lyon stated that even during the PM peak, if Costco's queue length is reduced <br /> people may still make the choice of not wanting to wrestle with PM peak traffic volumes. <br /> Ms. Hennum stated there was a lot of concern about providing this gas station with 16 <br /> pumps, so the final decisions were made to only have 12. What that ultimately showed <br /> is there is no direct correlation with the number of pumps and trip generation. <br /> Commissioner Bondonno asked what mechanisms the Planning Commission has to put <br /> teeth into this to ask Costco to look outside their immediate project with regards to traffic. <br /> Ms. Ramirez asked if Commissioner Bondonno does not feel he has sufficient <br /> information before him, then he can ask the City to go back and conduct additional <br /> studies before moving forward with a decision on the Costco project. She stated <br /> separate from offsite conditions and traffic studies, he can also ask for proposals on the <br /> internal traffic condition. <br /> Commissioner Bondonno stated he believes he has sufficient study and data on these <br /> conditions. He asked if it's possible for the Planning Commission to ask Costco to, on <br /> their own, do their own study analyses and make a positive recommendation regarding <br /> traffic flow in and out of their site. <br /> Ms. Ramirez asked if he means their internal traffic. <br /> Commissioner Bondonno asked how far"in their own site" can go. <br /> Mr. Lyon asked if Commissioner Bondonno is asking if there is an ability to include <br /> conditions of approval to require Costco to prove what they said is true in the analysis, or <br /> come back with an alternative that demonstrates an improvement on or off site. <br /> Commissioner Bondonno asked if it is in the purview of the Planning Commission to add <br /> conditions of approval beyond what has been submitted in the Staff Report. <br /> Ms. Ramirez replied yes. <br /> Page 12 of 21 <br />
