7.A. - Page 405
Commissioner Bondonno asked if one of those conditions could be to have Costco come
back and make recommendations on how to improve traffic.
Ms. Ramirez stated that as a condition of approval, Costco is here and if they agree with
such a condition of approval then there would not be a problem with that.
Commissioner Bondonno stated that if the Commission would like to have Costco come
back with information on how to improve traffic conditions then that might be a possible
avenue to do that.
Chair Schmidt stated that Costco's responsibility is within their property. He noted that
the issue partly lies with Caltrans. He asked if Costco would have the ability to put
anything on paper or agree to a condition that lies outside their property.
Commissioner Bondonno stated that it could be as simple as asking Costco to go,
research, and come back with a recommendation, much like Commissioner White was
asking for status reports.
Chair Schmidt asked if he is referring to being able to accommodate the 20 pumps.
Commissioner Bondonno stated he was just asking if that was a lever to ensure that the
Planning Commission will get the follow up.
Vice Chair Holt asked about the averages on the table for trip generations.
Ms. Hennum stated the chart was intended to provide comparison of data at the existing
Redwood City location, data at other Costco locations that have 16 pumps, and the data
from the busiest 20 pump Costco location.
Vice Chair Holt asked if these trips are daily.
Ms. Hennum stated it is peak hour.
Vice Chair Holt asked if that is for one day.
Ms. Hennum stated counts were taken on a few days and included transaction
information. She noted it is more than one day.
Vice Chair Holt asked what way other than the chart could trip generation be evaluated
and predicted for the Costco Redwood City. She asked if that isn't what the chart
demonstrates.
Ms. Hennum replied that it does for the 20 pumps. She stated five different ways were
used to look at the trip generations and took the most conservative numbers.
Vice Chair Holt stated she would not feel comfortable with supporting a motion for 20
pumps even with Commissioner Bondonno's condition of approval.
Commissioner Tabing agreed with Vice Chair Holt. He stated that he would like to
continue the item with very specific follow up items, including handling of the internal
intersection, the additional data from Caltrans and what additional measures can be
taken to address the backup at Middlefield/Woodside. He stated everything possible
should be done and there has not been enough discussion of what those actions are.
