7.A. - Page 407 <br /> Vice Chair Holt asked for clarification that it is 16 pumps but as an added condition of <br /> approval Costco must resubmit a reconfiguration of the parking lot or something to that <br /> effect. <br /> Commissioner Radcliffe stated that she would like them to work with the Staff. <br /> Vice Chair Holt asked if she means for the internal parking lot. <br /> Commissioner Radcliffe replied yes. <br /> Commissioner White stated that any references in the current resolution that this motion <br /> is based on towards Addendum #2 would be removed, referring to CEQA and EIR, et <br /> cetera, as the previous EIR evaluated 16 pumps. <br /> Ms. Ramirez stated the Addendum evaluates the changes to the project that are being <br /> proposed as well as circumstances and any new information. She stated the Addendum <br /> is still adequate for consideration of this. She stated the conclusions that there are no <br /> new changed circumstances that would create any new significant impacts or an <br /> increase in severity to the already identified impacts, or no new information that would <br /> have done the same thing are still valid. She stated the Commission is choosing to not <br /> go to 20 pumps and to stay at 16. <br /> Commissioner White asked if this motion were passed the Commission would accept the <br /> Use Permit for 16 pumps but the information found for 20 pumps would be sufficient. <br /> Mr. Lyon stated the addendum process does not require the Commission to adopt or <br /> certify. He stated it is an acknowledgement that this analysis was provided and no <br /> additional considerations or impacts were identified as a result. He stated the <br /> addendum does not need to be addressed specifically. <br /> Commissioner Bondonno stated that he likes the addition of the condition for <br /> resubmitting plans for better traffic analysis in the site. He disagreed with the thought <br /> that reducing from 20 to 16 pumps will have a significant effect on net new trips because <br /> he did not believe the trips would significantly increase from 20 pumps. He noted he is <br /> curious to see how long it will be before Costco asks to go from 16 to 20. <br /> Chair Schmidt noted that he would like to remain flexible with the number of pumps so <br /> 16 does not have to be permanent. <br /> Commissioner White noted that Commissioner Bondonno said this is a compromise, and <br /> stated this is weighing the needs of the local business with the residents and recognizing <br /> that the City has control over certain things and Caltrans has control over other things. <br /> Mr. Lyon asked Vice Chair Holt if she would like that to come back to Commission for <br /> consideration. <br /> Vice Chair Holt stated that she is fine with Costco just working with Staff on that. <br /> Ms. Ramirez stated that her understanding is Costco was considering internal <br /> modifications on site that may have implications or separate traffic impacts as a result so <br /> they may need further environmental review just like this Use Permit modification <br /> needed further environmental review.
