Redwood City Costco Gasoline Expansion ProjE 7.A. - Page 418
August 4,2011 ruye 3
Existing Site Trip Generation
Traffic counts were conducted during a typical mid-week day p.m. peak period (4 PM to 7 PM) and a
typical weekend midday peak period (11 AM to 3 PM) in May of 2011 to document the existing trip
generation characteristics of the site. Given that other land uses share driveways to Middlefield Road
with Costco, internal site intersections were also counted to isolate Costco-specific traffic from the
overall driveway volumes. Table 1 documents the existing weekday p.m. and weekend midday peak
hour total trip generation of the entire site and Costco itself.
Table 1 Existing Site Trip Generation
Weekday PM Peak Hour Weekend Midday Peak Hour
Total Trips Total Trips
In Out Total In Out Total
Site Total(includes OHS*) 565 605 1,170 935 835 1,770
Costco(warehouse plus fuel station) 415 470 885 655 650 1,305
*OHS:Orchard Hardware Supply
Existing Costco Gasoline Trip Generation
In addition to the overall site traffic counts outlined in Table 1, traffic counts specifically for the
existing 3 island Costco Gasoline fuel station were collected during the weekday p.m. peak period (4
PM to 7 PM) and weekend midday peak period (11 AM to 3 PM). Given that the existing fuel station
experiences queuing during these peak times (and is essentially operating over capacity), the traffic
counts collected counted both vehicles processed by the fuel station and also vehicles joining the back
of queue (if a queue existed) to fully document the existing trip generation for the fuel station (which
may be higher than vehicles processed by the fuel station). In addition to traffic counts, customer
surveys were collected interviewing the users of the fuel station on their travel in order to document
the existing trip type characteristics of the fuel station traffic. Overall, 195 surveys were collected
during the weekday p.m. peak period and 211 surveys were collected during the weekend midday
peak period to establish a site-specific trip type characteristics profile for the existing fuel station.
The survey was created consistent with the Institute of Transportation Engineers (ITE) Trip
Generation reference guidelines and documented four different trip types for the fuel station traffic:
net new trips, internal trip, pass-by trips, and diverted trips. The results of the fuel station specific
trip generation data collection are summarized in Table 2.
Kittelson&Associates,Inc. Boise,Idaho
