RE7.A. - Page 417 Expansion Project#:11637.0 <br /> Auyus�v,�v�� Page 2 <br /> memorandum provides an assessment the transportation and trip generation changes expected to <br /> result from increasing the existing fuel station to 5 islands (20 fueling positions) to determine if an <br /> Environmental Impact Report (EIR) will be necessary for the development proposal from a <br /> transportation perspective and,if so, a reasonable scope for the EIR transportation components. <br /> CONTEXT & HISTORY <br /> The project site is currently developed with a Costco warehouse building and a 3 island (12 fueling <br /> position) Costco Gasoline fuel station. The fuel station was initially approved for development in <br /> 2007 and has been operational since October 2009. The initial project site plans, EIR study, and <br /> approval process completed for the 2007 approval all included and assumed traffic and impact for a 4 <br /> island (16 fueling position) Costco Gasoline facility. However, at the final Conditional Use Permit <br /> (CUP) hearing for the project approval, the Zoning Administrator modified the project and only <br /> approved the project with a 12 fueling position fuel station to address neighborhood concerns related <br /> to traffic congestion,vehicle idling, and queuing at the fuel pumps. <br /> Since the fuel station has been in operation, it's been observed that having only 12 fueling positions is <br /> not sufficient to serve and process the existing demand in an efficient manner.As such, relatively long <br /> queues and wait times are experienced at the fuel station during peak periods because there are not <br /> enough fuel dispensers to efficiently serve the peak demand. Costco is now seeking approval to <br /> expand the fuel station to 5 islands with 20 fueling positions. This study will evaluate what effect the <br /> proposed fuel station expansion will have on overall traffic generation to and from the site, traffic <br /> impacts on the surrounding street network, on-site vehicle queuing and wait times at the fuel station, <br /> and circulation and flow throughout the Costco site. <br /> EXISTING SITE TRANSPORTATION CHARACTERISTICS <br /> A detailed inventory of the site's existing transportation characteristics was collected in May of 2011. <br /> The transportation data was collected before the Memorial Day weekend as requested by the City to <br /> ensure it captured typical peak characteristics with schools in session. Data was collected related to <br /> peak period site driveway traffic counts, peak period on-site traffic counts (at the fuel station and at <br /> key internal site intersections), fuel station queuing, fuel station wait times, and peak periods parking <br /> supply and demand. <br /> Kittelson&Associates,Inc.
