Redwood City Costco Gasoline Expansion ProjE 7.A. - Page 420 <br /> August 4,2011 ruye� <br /> Pass-by Trips <br /> Another key trip characteristic that must be considered is that of pass-by trip capture. Pass-by trips <br /> represent members (and trips) that are currently traveling on the street adjacent to the site <br /> (Middlefield Road) for some other primary purpose (such as a trip from work to home) and stop into <br /> the site en route during their normal travel. As such, pass-by trips do not result in a net increase in <br /> traffic on the surrounding transportation system and, typically, their only effect occurs at the site <br /> access driveways where they become turning movements. Table 2 shows that, based on the surveys <br /> collected at the Redwood City Costco Gasoline facility, on average 22% of the trips during the <br /> weekday p.m. peak hour and 29%of the trips during the weekend midday peak hour can be classified <br /> as pass-by trip capture from the surrounding street system. This is lower than the average capture <br /> rate quoted in ITE Trip Generation for typical service stations (58% in the a.m. and 42% in the p.m.) <br /> and, again, is attributable to the unique travel characteristics that result from Costco's membership <br /> requirements. <br /> Diverted Trips <br /> The final type of trip to consider is diverted trips. Diverted trips represent members (and trips) that <br /> are currently traveling on the surrounding street system in the site vicinity again for some other <br /> primary purpose (such as a trip from work to home) and divert from their normal route to travel to <br /> Costco during their normal.An example would be someone who normally travels on Woodside Road <br /> on their trip home from work who diverts off of Woodside Road to travel on Middlefield Road to the <br /> Costco site. As such, diverted trips do not result in a net increase to those intersections further from <br /> the site that they normally travel through but they do become additional trips on the roadways along <br /> their diverted route and at the site driveways. Table 2 shows that, based on the surveys collected at <br /> the Redwood City Costco Gasoline facility, on average 59% of the trips during the weekday p.m. peak <br /> hour and 52%of the trips during the weekend midday peak hour can be classified as diverted trips. <br /> Comparison to Previous Trip Generation Estimate <br /> A trip generation estimate was prepared for the existing fuel station as part of the EIR process in <br /> 2006. The estimate was based on KAI's database of trips generated by Costco fuel stations at the time <br /> the EIR was prepared. The trip generation estimate in the EIR also included an estimate in the <br /> increase in trips expected due to the warehouse expansion and relocation. However, full existing site <br /> driveway counts (prior to the warehouse expansion) were not included in the 2006 EIR. As such, <br /> there is no data available to compare the overall site's existing trip generation to its trip generation <br /> prior to the warehouse expansion and fuel station addition. The only direct comparison that can be <br /> made is to compare the trip generation assumed in the 2006 EIR for the fuel station itself to the actual <br /> Kittelson&Associates,Inc.
