However,using <br /> the trip type information available from other Costco Gasoline facilities at the time of the EIR <br /> overestimated the number of internal shared trips between the fuel station and the warehouse. The <br /> member surveys collected in May 2011 showed a lower percentage of internal trips during the <br /> weekday p.m. peak hour than the trip type percentages used in the 2006 study which were not <br /> specific to the Redwood City site. However, the EIR underestimated the number of pass-by and <br /> diverted trips that are actually occurring from the fuel station. Fundamentally, the trip generation <br /> study completed for the existing operational Redwood City Costco Gasoline fuel station confirmed <br /> two key pieces of information: <br /> The existing fuel station is generating essentially the same number of trips that would be <br /> expected from a four island (16 fueling position) facility indicating that the trip <br /> generation for Costco Gasoline fuel stations does not appear to be directly related to the <br /> number of fueling positions. <br /> The 2006 EIR for the initial development approval accurately estimated the number of <br /> total trip ends and number of net new trip ends generated by the fuel station. <br /> Kittelson&Associates,Inc.
