The trip generation identified with this approach
is summarized in Table 17.
Table 17 Approach #4: Expanded (20 Fueling Position) Redwood City Costco Gasoline Trip
Generation Estimate Based on Straight Linear Increase—Weekday PM Peak Hour
Existing Site 5 Island Expanded
Trip Generation Trip Generation Difference
In Out Total In Out Total In Out Total
Total Trip Ends 200 200 400 330 330 660 130 130 260
Internal Trips(22%PM) (45) (45) (90) (70) (70) (140) (25) (25) (50)
ExternalTrips 155 155 310 260 260 520 105 105 210
Pass-by Trips(22%PM) (35) (35) (70) (55) (55) (110) (20) (20) (40)
Diverted Trips(59%PM) (90) (90) (180) (150) (150) (300) (60) (60) (120)
Net New Trips 30 30 60 55 55 110 25 25 50
As shown in Table 17, developing a trip generation estimate applying a straight linear increase in
trips with the size of the fuel station yields an estimate of 660 total weekday p.m. peak hour trip ends.
This is 32% higher than the actual trip generation seen at any Costco Gasoline facility were data is
available, including any existing 5 island location. As such, it appears that using this approach does
not yield a reasonable or realistic estimate for the likely increase in trips at the Redwood City
location.
Recommended Redwood City Expansion Trip Generation Estimate
The four approaches outlined above result in a trip generation estimate range varying from 430 total
weekday p.m.peak hour trips to 660 total weekday p.m.peak hour trips. It is clear from all of the data
presented that Approach #4 (660 total weekday p.m. peak hour trips) is unreasonable and
unrealistic. The data indicates that trip generation is not directly linear with number of fueling
positions. Furthermore, applying that approach yields an estimate that is higher than the actual trip
generation observed at any existing Costco Gasoline location where data has been collected
(including sites with significantly more activity than that of Redwood City).
While the trip generation estimates resulting from Approaches #1 and #3 are likely reasonable,to be
conservative we recommend that the trip generation estimate developed using Approach #2 (the
highest observed trip generation at an existing 5 island location) be used for the evaluation of the
Kittelson&Associates,Inc.
