Redwood City Costco Gasoline Expansion ProjE 7.A. - Page 448
August 4,2011 ruye 33
Redwood City Costco Gasoline expansion. While this is likely an overestimation of the trip generation
impacts given the relative activity at that site compared with Redwood City, it will ensure the analysis
is conservative and extremely defensible. The recommended trip generation estimate for the
proposed Redwood City Costco Gasoline expansion project is summarized in Table 18.
Table 18 Recommended Expanded (20 Fueling Position) Redwood City Costco Gasoline Trip
Generation Estimate—Weekday PM Peak Hour
Existing Site 5 Island Expanded
Trip Generation Trip Generation Difference
In Out Total In Out Total In Out Total
Total Trip Ends 200 200 400 250 250 500 50 50 100
Internal Trips(22%PM) (45) (45) (90) (55) (55) (110) (10) (10) (20)
External Trips 155 155 310 195 195 390 40 40 80
Pass-by Trips(22%PM) (35) (35) (70) (40) (40) (80) (5) (5) (10)
Diverted Trips(59%PM) (90) (90) (180) (115) (115) (230) (25) (25) (50)
Net New Trips 30 30 60 40 40 80 10 10 20
Again, this equates to an increase of 100 additional total trip ends and 20 additional net new trip ends
over what the site is currently generating during the weekday p.m. peak hour.
Five Island (20 Fueling Position) Costco Gasoline Operations
To provide further information on the effects of the fuel station expansion, operations of the two
existing 5 island (20 fueling position) locations were further reviewed. While the trip generation for
the Scottsdale location is higher than the existing Redwood City fuel station, it was observed that the
increased number of fueling positions allows for more efficient processing of vehicles, shorter wait
times, shorter queues, and less idling. Table 19 shows the queuing observed at the two existing 5
island Costco Gasoline fuel station locations (Scottsdale and Tucson), as well as those observed at the
existing Redwood City site for comparison.
Kittelson&Associates,Inc.
