Hold a Public Hearing. <br /> 2. Adopt a Resolution to amend the General Plan land use designation of APN 059-172- <br /> 370 from "High Density Residential" to "Mixed Use — Neighborhood." <br /> 3. Waive first reading and introduce an Ordinance amending the Zoning Ordinance to <br /> establish the Mixed-Use Neighborhood District under Article 54, establish the Mixed- <br /> Use Live/Work District under Article 55, establish the Light Industrial Incubator District <br /> under Article 17A, establish the Emergency Shelter Combining District and repeal the <br /> Pedestrian Shopping Combining District under Article 25, modify the Commercial Park <br /> District under Article 16, repeal Article 16A in its entirety, modify the Commercial Office <br /> District under Article 29, amending the Zoning Map to designate the boundaries of the <br /> newly established districts, and making corresponding revisions to Articles 2, 3, 30, 31, <br /> and 53. <br /> BACKGROUND <br /> On October 11, 2010 the City of Redwood City approved a new General Plan. The new <br /> General Plan serves as the blueprint for the City and establishes goals, policies, and <br /> programs for the long-term physical development, quality of life, and public safety in the <br /> community. <br /> During the General Plan hearings, it was determined that Downtown and the Mixed Use <br /> Corridor zoning would be the first to be implemented. Downtown's rezoning was <br /> completed with the adoption of the Downtown Precise Plan in January of 2011. The <br /> Mixed Use Corridor zoning amendment was adopted in June of 2011. These zoning <br /> amendments have been very successful. Both of these areas are receiving strong <br /> developer interest and have several active projects under way. <br /> The Planning Commission held a public hearing on this item on January 29, 2013 and <br /> February 5, 2013 and recommended that the City Council adopt the proposed General <br /> Plan Amendment and Comprehensive 2013 Zoning Ordinance Amendment, with the <br />
