7.B. - Page 2 <br /> caveat that the Council be provided a second option for the Emergency Shelter <br /> Combining District boundary as described on Page 3 of this report. <br /> ANALYSIS <br /> Chapter 18 of the Municipal Code establishes the process for amending the General <br /> Plan. Pursuant to that, staff recommends that the City Council adopt a resolution <br /> amending the General Plan land use designation of APN 059-172-370 from "High <br /> Density Residential" to "Mixed Use — Neighborhood." Article 41, sections 41.5 and 41.6, <br /> of the Zoning Ordinance establishes the process for amending the Zoning Ordinance. <br /> Pursuant to that, staff recommends that the City Council adopt the Comprehensive <br /> 2013 Zoning Ordinance Amendment. <br /> General Plan Amendment <br /> A minor General Plan amendment is included along with the Zoning Ordinance <br /> Amendment. During the preliminary work for the Mixed Use Neighborhood district, it <br /> was discovered that a small lot at the corner of EI Camino Real and Oakwood Drive was <br /> given two land use designations; the majority of the lot, fronting EI Camino Real, was <br /> designated "Mixed Use — Neighborhood" while the remainder was designated <br /> "Residential — High Density." This was caused by the General Plan Land Use Map <br /> being based on the County Assessor's parcel information; the two portions of the lot are <br /> assessed for property taxes separately by the County, even though there is only one <br /> legal lot at this location. This General Plan amendment would designate the entire lot <br /> as "Mixed Use — Neighborhood." <br /> Zoning Amendment <br /> The zoning regulations proposed in the Comprehensive 2013 Zoning Ordinance <br /> Amendment are a continued implementation of the new General Plan as discussed on <br /> pages BE-60 and BE-61. Implementation will guide development with respect to land <br /> use, form, setbacks, height, parking, and other zoning standards in the affected parts of <br /> the City. More specifically, the amendment would implement four of the General Plan's <br /> new land use designations that were proposed in the Urban Form and Land Use section <br /> of the Built Environment chapter, as follows: <br /> • Mixed Use — Neighborhood. On Page BE-45 the General Plan envisions this <br /> area accommodating moderate scale mixed-use development, which would <br /> include retail and services that could serve the adjacent residential areas in a <br /> pedestrian-friendly format. The proposed amendment would implement this land <br /> use by creating a new zoning district called "Mixed Use Neighborhood" in the <br /> previously reserved Article 54. <br /> • Mixed Use — Live/Work. This designation was created to allow certain light <br /> industrial areas to transition into a vibrant, diverse mix of workplaces while <br /> retaining viable light industrial uses, which are described on Page BE-46 of the <br /> General Plan. The proposed amendment would implement this land use by <br /> creating a new zoning district called "Mixed Use Live/Work" in the previously <br /> reserved Article 55. <br />
