7.B. - Page 3 <br /> • Light Industrial Incubator Overlay. This designation was applied to a light <br /> industrial area centered on outer Broadway and was intended to allow for a wider <br /> array of businesses to be located there, particularly start-ups in need of flexible <br /> space, as described on Page BE-50 of the General Plan. The proposed <br /> amendment would implement this land use by creating a new zoning district <br /> called "Light Industrial Incubator" in a new Article 17A, which would place it <br /> conveniently near the other industrial districts in the code. It should be noted that <br /> while the General Plan called this land use an "overlay," the implementing zoning <br /> is proposed to be a standard zoning district. The Redwood City Zoning <br /> Ordinance does not provide for overlays, and although our combining districts <br /> are similar to overlays, the extent of the regulations proposed for this area was <br /> more in line with those found in a zoning district rather than a combining district. <br /> • Commercial Office Professional/Technology. This designation was used by <br /> the General Plan for office-oriented sectors of the City and was intended to <br /> enhance them as employment areas, which is put forth on Page BE-44. The <br /> proposed amendment would implement this land use by substantially revising the <br /> existing "Commercial Park" (Article 16) and "Commercial Office" (Article 29) <br /> zoning districts. Commercial Park would be applied to campus-like environments <br /> in waterfront areas. Commercial Office would have different regulations which <br /> are tailored to smaller-scale office environments near powntown. <br /> The proposed amendment also includes revisions to other parts of the Zoning <br /> Ordinance for consistency with the new regulations and the goals of the General Plan <br /> and for consistency with State law as follows: <br /> • Article 2 – Definitions. Several definitions were added or modified to maintain <br /> consistency with changes elsewhere in the Zoning Ordinance. <br /> • Article 3 – Designation of Districts. Whenever a new zoning district or <br /> combining district is created, it must be included in this Article. <br /> • Article 16A– Industrial-Business Transition (IBT) District. This zoning district <br /> would be deleted in its entirety. If the proposed Mixed-Use Live/Work zoning <br /> district is adopted, then it will completely supplant IBT, and there will no longer be <br /> any properties in the City with IBT zoning. <br /> • Article 25 – Combining Districts. A new Emergency Shelters combining district <br /> would be created in order to comply with California Government Code sections <br /> 65582, 65583(a)(4)(a), and 65589.5 by permitting emergency shelters as a <br /> matter of right in designated areas. The General Plan discussed this subject in <br /> the Housing Element, particularly on Pages H-77, H-78, H-160, and H-169, and <br /> H-170. Additionally, a Pedestrian Shopping combining district--which has been <br /> made obsolete by the Downtown Precise Plan, the Mixed Use Corridor zoning <br /> district and the Mixed Use Neighborhood zoning district—would be removed. <br />
