This enlarged version <br /> would apply to about 60 acres, which would provide more potential shelter sites, but <br /> with less separation from Downtown. <br /> Public Input and Notification <br /> Public input has been sought throughout this process and actually commenced during <br /> the in depth outreach for the new General Plan. During the development of the General <br /> Plan, the basic concepts in the Comprehensive 2013 Zoning Ordinance Amendment <br /> were vetted with the community, including neighborhood associations located adjacent <br /> to affected areas. The more detailed regulations in the Comprehensive 2013 Zoning <br /> Ordinance Amendment fall within the overall envelop established in the General Plan <br /> with respect to use, height, density and intensity. Multiple forms of notification, provision <br /> of materials on the City's web site, and numerous televised public hearings insured that <br /> members of the public interested in the General Plan effort were able to be well <br /> informed. <br /> Specific to the Comprehensive 2013 Zoning Ordinance Amendment effort, four public <br /> workshops were held in January of 2012, prior to the creation of the draft zoning <br /> language. One workshop was held for each of the General Plan land use designations <br /> being implemented (Mixed Use- Neighborhood, Mixed Use — Live/Work, Light Industrial <br /> Incubator Overlay, and Commercial Office Professional/Technology). The concepts <br /> presented were generally well-received and input from the participants was incorporated <br /> into the proposed amendment. <br /> During the Planning Commission public hearing additional input was received from an <br /> existing business that was seeking to not be classified as non-conforming in the event <br /> that the Comprehensive 2013 Zoning Ordinance Amendment was adopted. Considering <br /> this input, staff presented a revised version of the draft ordinance to the Planning <br /> Commission, which the Planning Commission accepted. The revisions helped to <br /> provide some additional clarity to the zoning amendment, particularly as it relates to <br /> nonconforming uses and structures, by making it clear that nonconforming lots and uses <br /> can be remodeled, maintained and in some instances expanded. However, not all <br /> changes proposed by commenters were deemed appropriate by the Planning <br /> Commission. The Commission determined that it was important to ensure that when the <br /> existing structures outlive their useful life that their replacements are consistent with the <br /> goals, policies, and programs established in the General Plan. <br /> ALTERNATIVES <br /> The City Council may consider alternative actions with respect to the proposed <br /> Comprehensive 2013 Zoning Ordinance Amendment, including the following: <br /> 1. Adopt the Comprehensive 2013 Zoning Ordinance Amendment with the <br /> alternative boundaries for the Emergency Shelter Combining District as put forth <br /> in Attachment 5. <br /> 2. Adopt the Comprehensive 2013 Zoning Ordinance Amendment with other minor <br /> revisions, such as to the allowed uses or form-based regulations. <br />
