Not adopt the proposed General Plan Amendment. <br /> FISCAL IMPACT <br /> Based on the success of the Downtown Precise Plan and the Mixed Use Corridor <br /> Zoning Ordinance Amendment, the Comprehensive 2013 Zoning Ordinance <br /> Amendment is expected to stimulate private development and investment as developers <br /> take advantage of the progressive nature of the zoning and the certainty that it brings to <br /> the entitlement process. <br /> ENVIRONMENTAL REVIEW <br /> A General Plan Final Environmental Impact Report (EIR) (previously provided under <br /> separate cover) was prepared and certified by the City on October, 11 2010, in <br /> connection with the adoption of the new General Plan. The adoption of the Mixed Use <br /> Corridor Zoning Amendment in 2011 was accompanied by an Addendum to this EIR. <br /> The General Plan EIR has been reviewed and an Addendum to the EIR (EIR <br /> Addendum), similar to the one prepared in 2011, was prepared for the Comprehensive <br /> 2013 Zoning Ordinance Amendment (Attachment 7). The EIR Addendum demonstrates <br /> and finds that the proposed Comprehensive 2013 Zoning Ordinance Amendment is <br /> subject to prior environmental review under the California Environmental Quality Act <br /> (CEQA), that there are no new significant impacts nor any increase in the severity of <br /> previously identified impacts, and that no change in circumstance has occurred with <br /> respect to the EIR and the proposed Comprehensive 2013 Zoning Ordinance <br /> Amendment or the environment affected by the project that would alter prior <br /> environmental findings, conclusions, or mitigation measures. See attached EIR <br /> Addendum. <br /> No further CEQA analysis is required, other than the EIR Addendum. The Addendum is <br /> compliant with CEQA.
