The need for emergency shelter shall_be_ <br /> assessed based on annual and seasonal need. The need for emer enc shelter ma be <br /> reduced b the number of su ortive housin units that are identified in an ado ted 10- ear <br /> lan to end chronic homefessness and that are either vacanf or for which fur�din has been <br /> identified to allaw construction durinq the plannEng periad. <br /> �) An analysis of opportunities for energy conservation with respect to residen#ia! <br /> developmer�t. <br /> (�9) An analysis of existing assisted housing de�elapments that are eligibie to change from <br /> iow-income housing uses during the next 10 years due to terminatian of subsidy cantracts, <br /> mortgage prepayment, or expiration of restrictians on use. "Assisted hausing de�elopments," <br /> for the purpose of this section, shall rn�an multifamify ren�al housing that receives <br /> governmentai assistance under federal programs �isted ir� subdi��sion (a) of Section <br /> 65863.10, state and local multifamily reverrue bor�d pragrams, lacal rede�elopment programs, <br /> the federal Commur�ity De�elopment Block Grant Program, ar focal in-lieu fees. "Assisted <br /> housing de�efopments" shafl also include multifamily rental units that were de�eloped <br /> pursuant ta a local inclusionary housing program or used to qualify for a densifiy bonus <br /> pursuar�t to Sectian fi5916. <br /> (A) The analysis shall include a listing of each developmen� by project name and address, the <br /> type of governmental assistance received, t�e earliest possibl� date af change from low- <br /> income use and the total number of elderly anc� r�onelderly units that could be lost from the <br /> locality's low-incame hausing stock in each year during th� 1 Q-year period. For purposes af <br /> state and faderally funded projeets, the analysis required by this subparagraph need only <br /> cantain informatian a�aiiable on a sfiatewide basis. <br /> (B) The analysis shalf estimate the total cost of producing new rental housing tE�at �s <br /> comparable in size and rent le�els, fo repface th� units that could change from low-incame <br /> use, and an estimated cost of praserving the assistecf housing de�elopments. This cost <br /> analysis for replacement housing may b� done aggregate�y for each five-year period and <br /> does nat have to contain a project-by-project cost estimate. <br /> (C) The analysis shall identify public and pri�ate nanprofit corporations known to t#�e local <br /> government which have legal and mar�ageriai capacity to acquire and manage these housing <br /> developments. <br /> State Depar�men#af Housing -24- May 2008 <br /> and Community Developmenf <br />
