7.B. - Page 29 <br /> �Chapter 633, Statutes af 2007(SB 2)� <br /> (D) The ana[ysis shall icEentify and consider the use of all federal, state, and local financing <br /> and subsidy programs which can be used to preserv�, for lower income hauseholds, the <br /> assisted hausing de�eEopments, identified i� this paragraph, inc[uding, but not limited to, <br /> federal Community De�elopment Bfack Grant Program funds, tax increment funds received <br /> by a rede�elopment agency of the community, and administ�'ative fees recei�ed by a housing <br /> authority operating withir� the community. in considering the use of these financing and <br /> subsidy pragrarr�s, the analysis shall identify the amounts of funds under each a�ailabfe <br /> program which ha�e nof been legally abligated for other purposes and which could be <br /> available for use in preserving assistecE housing clevefopments. <br /> (b) ('f} A sta#ement of the community's goals, quantified objecti�es, and policies relative to the <br /> maintenance, preservation, improvement, ar�d de�elopment of housing. <br /> (2) It is recognized that the tatal housing n�eds identi�ed pursuant to subdi�ision (a) may <br /> exceed available resources and fihe community's ability to satisfy this need within the content <br /> of the general plan requirements ou#lined in Article 5 (commencing wEth S�ction 65300). <br /> Under these circumstances, the quan�ified objecti�es need not be identica! to the total <br /> housing needs. The quantified objectives shaEl establish fhe maximum number of housing <br /> units by income cat�gory, including extremely low income, that can be constr�cted, <br /> rehabilitated, and conserved o�er a five-y�ar#ime period. <br /> (c) A pro�ram w�ich sets for�h a fi�e-year schedule af acfions the local go�ernment is <br /> undertaking or intends to unde�take to implement the �olicies and achieve the goals and <br /> objectives of the housing elemen# through the administration of land use and development <br /> cantrols, the pro�ision of regulatory concessions and incentives, anck #�e the utilization of <br /> apprapriate federal and state financing and subsidy pragrarns when a�ailab�e and the <br /> utilization of moneys in a low- and modera#e-income housing fund af an agency if fhe locality <br /> has established a rede�elopment project area pursuant to the Community Redevelopme�t <br /> Law �Division 24 (commencing with Section 33000) of the Health and Safety Coc{e). Ir� order <br /> #o make adequate provision for the housi�g needs of all economic segments of the <br /> community, the pro�ram shall do all of t�e following: <br /> (1) �dentify actions tha# wi�l be taken to make sites a�aifable during the planning period of the <br /> general plan with appropriate zoning an� development standards and with services and <br /> facilit�es to accammodate that portion of the city's or county's share af the regional housing <br /> need for each incame I���I that could not be accommodated an sites identified in the <br /> inventary completed pursuant to paragraph (3) of subdivision (a) without rezoning, and to <br /> comply with the requirements of Section 65584.09. Sites shall be identified as needed to <br /> facilitate and encourage the development ot a �ariety of types of housing for all income <br /> le�els, including multifamily rental housing, factary-built housing, mobilehomes, housing far <br /> agriculturaf employees, supportive housing, single-room occupancy units, emergency <br /> shelters, and transitional housing. <br /> (A} Where the inventory of sites, pursuant to paragraph (3) af subdivision (a}, does not <br /> identify adequate sites to accommodate the need for groups of all household income levels <br /> pursuant ta Section 65584, the program shall identify sifes that can be develaped fior housing <br /> within the planning period pursuant to subdivision (h) of Section 65583.2. <br /> (B) Where the in�entory of sites pursuant to paragraph (3) of subdivision (a) daes not identify <br /> adequate sites to accommo�ate the need for tarmwarker housing, the program shall pro�ide <br /> for sufficient sites to meet the need with zoning that permits farmworker housing use by right, <br /> including densi#y and de�elopment standards that could accammadate and facilitate the <br /> feasibility of the devefopment of farmwark�r housing for faw- and very [aw income <br /> households. <br /> Stafe Deparfinent of Nousrng -22- May 2008 <br /> and Community Developmenf <br />
