Approve the Inner Harbor Community Engagement Framework. <br /> 2. Approve the recommended Inner Harbor Task Force membership. <br /> 3. Direct Staff to initiate the Community Engagement Process. <br /> 4. Approve, by Resolution, the appropriation of funds for the Inner Harbor Community <br /> Engagement Framework in the Capital Outlay Fund in the amount of $350,000 and <br /> reduce an appropriation for Capital Outlay Program Contingencies in the same <br /> amount. <br /> BACKGROUND <br /> On June 25, 2012, the City Council met in a study session to explore how best to <br /> engage the community in the development of an Inner Harbor Precise Plan and <br /> supporting environmental reviews. At that session the City Council discussed both why <br /> the engagement of the community in the planning of this special area is so important, <br /> and who should be involved and informed throughout the process. This City Council <br /> discussion laid the foundation for the Inner Harbor Community Engagement Framework <br /> presented here. <br /> This community engagement framework is intended to provide direction to staff and <br /> perspective to the community on how the process of developing an Inner Harbor <br /> Precise Plan will unfold. Redwood City is known for engaging and involving the <br /> community in all stages of planning and development and this process will continue that <br /> tradition. It is designed to emphasize and value the deep local knowledge of all <br /> stakeholders in the community. The process balances this local knowledge with <br /> appropriate subject matter expertise, often determined by the participants themselves. <br /> The interactive and experiential process will last approximately 12 months, during which <br /> time participants will progressively answer four questions: <br /> • Why is the Inner Harbor so important from each of our perspectives? <br /> • What do we need to know to guide the development of a great place in the Inner <br /> Harbor? <br /> • How many different ways might we achieve this great place? and <br />
