The desired outcome of this learning approach is to create a community and Council vision for the Inner Harbor that will be expressed in an Inner Harbor Precise Plan, and a Draft Environmental Impact Report supporting the Plan. These documents should be • A manifestation of the community vision, • Deeply grounded in the reality of place and the strengths and opportunities of the Inner Harbor, and • Practical and achievable. ANALYSIS Framework Assumptions The Inner Harbor area has recreational uses, marinas, business owners, homes, public users, industrial uses, and waterways all in one small area adjacent to downtown. The City Council discussion made clear that the planning of this area must be strategic and that the engagement and planning efforts should be guided by the following key assumptions: • The Inner Harbor is a special area of great opportunity that requires intentional guidance in the form of a Precise Plan. • The Inner Harbor provides Redwood City an opportunity to become a city on the Bay, not just by the Bay, with greater access and connection to the water. • The City's role is to set the table for future development and allow the vision of the community to come alive. • The process should enable the community to set a vision and engage them in helping to create the Inner Harbor as a great place. • A broad range of stakeholders should be involved in the planning effort including public and private land owners, residents, and users of the area. • The plan must take into account climate change and the possibility of rising sea levels and use the development of the area to address these issues. • The plan should provide clarity to land owners and a clear path forward within the framework of the vision. • A common community vision can allow the City to use its powers to support the implementation of that vision. • The diversity of the uses in the area ranging from public use such as the County Jail, to industrial, to housing, to natural waterways should be celebrated. • There are significant infrastructure challenges and opportunities in the area that should explicitly be addressed in the plan • The Precise Plan should guide future change and development identifying: ■ Lands that should stay as they are (status quo), ■ Lands where the existing uses should be enhanced, and ■ Lands where development and redevelopment should take place.
