8.A. - Page 3 Stakeholder Involvement The year-long engagement process that is envisioned will provide both high tech (online surveys, visual preference exercise, website, email lists, and other social media) and high touch (one-on-one engagement, small group meetings, large group workshops, and public hearings at the Planning Commission and City Council) opportunities for all interested parties to be informed and involved in the development of an Inner Harbor Precise Plan. The Inner Harbor Taskforce will anchor this broader community engagement approach by serving as the primary advisory body throughout the planning process. An effective Taskforce requires a balancing of size and representation, for the Inner Harbor the recommended composition is a 15-member committee representing public and private land owners, residents, users of the area, along with select outside perspectives to broaden the vision and thinking. The specific organizations of groups to be represented are identified below. When a final Taskforce composition is approved by City Council, staff will work with each of these organizations or groups to identify a specific individual who will participate on the Inner Harbor Taskforce. As usual, the broader public will be advised through the City's email blasts and other media of these specific meetings. Staff recommends the following categories and number of appointments in each: Public Property Owner: 3 Private Property Owner: 3 Residential Interests: 3 General City Business Interests: 3 Recreational Interests: 2 Environmental Interests: 1 Total Task Force: 15 Supporting the work of the Taskforce will be an Inner Harbor Technical Working Group composed of subject matter experts drawn from City and County Staff, key state or federal agencies, and outside consultant expertise on planning and environmental issues. This group will work in between taskforce meetings and community workshops to provide answers to questions raised by participants and expertise needed by participants to make informed decisions. Because the Taskforce is created by formal action of the City Council, it is subject to the Brown Act. Community Enqaqement Schedule Over the course of planning effort the Taskforce and broader community participants will work through four phases designed to progressively answer the key questions; why, what, how, and what if?
