8.A. - Page 4 <br /> Phase Description <br /> I. Why is the Inner The key task of this phase is to understand the <br /> Harbor so important perspectives and interests of the broad range of <br /> from each of our stakeholders. This will be accomplished through listening <br /> perspectives? sessions with individuals and small groups, and through <br /> facilitated exercise with the Taskforce and research into <br /> the site and history of planning efforts. This phase will <br /> also involve the identification of what additional <br /> information and expertise the Taskforce and public need <br /> to know in order to create an effective plan. The Guiding <br /> Principles for the Inner Harbor Precise Plan will be <br /> established in this phase. <br /> II. What do we need The goal of second phase provides the Taskforce and <br /> to know to guide the public with in depth information, data, expert opinion, and <br /> preservation and context on the Inner Harbor site and the key issues and <br /> development of a opportunities ranging from climate change to <br /> great place in the development. This will include site walks and other <br /> Inner Harbor? experiential ways of learning, and will provide the <br /> Taskforce with a common understanding of the issues <br /> and common language to discuss them. The background <br /> and site analysis for the Inner Harbor Precise Plan will be <br /> developed during this phase. <br /> III. How many This is the phase of identifying potential elements of the <br /> different ways might plan, alternative solution, and criteria for evaluating their <br /> we achieve this great effectiveness.
