8.A. - Page 5 One of the first tasks in the community engagement and planning process will be to take the phases outlined above and develop a realistic and clear time line. This will include a refined schedule and process map that breaks each phases into a series of taskforce sessions, community workshops, and other events/interaction opportunities each with clear objectives. The schedule will be by intent dynamic, with changes made to reflect community learning and feedback. The process as a whole will also follow an iterative "action-reflection" rhythm to allow participants to do and learn as they go, and allow creation of a plan that builds on local knowledge and outside expertise and is grounded in the realities of implementation. Next Steps Below are some immediate next steps that will be taken should the City Council direct staff to proceed with the recommended Inner Harbor Community Engagement Framework. • Identify City staff and consultant support needed to implement the framework, • Conduct one-on-one and small group listening sessions with interested stakeholders and subject matter experts, • Work with organizations and groups to identify Taskforce participants, • Establish a website, email list, and social media strategy, • Develop a refined community engagement schedule and process map, • Review past planning process and begin to compile site specific information and data to inform the plan, • Invite outside subject matter experts to participate in the Inner Harbor Technical Working Group, and • Set date and location and agenda for Inner Harbor Precise Plan kick off session. ALTERNATIVES 1. Direct staff to develop an alternative Community Engagement Framework; 2. Do not proceed with a Precise Plan and develop the Inner Harbor Area solely in conformance with the Zoning Code and General Plan. FISCAL IMPACT Preparation of the Precise Plan and Environmental Impact Report for the Inner Harbor Precise Plan is estimated to cost $350,000. Funding for this effort is available through the Capital Improvement Program budget, Contingencies (357-76000).
