SECTION 00200 <br /> INSTRUCTIONS TO BIDDERS <br /> 1.01 REQUIRED BID FORMS <br /> A. All Bidders must submit Bids using, Section 00400 (Bid Form), attached. Bidders must <br /> complete all Bid items and supply all information required by Bidding Sections. City reserves <br /> the right in its sole discretion to reject any Bid as non-responsive as a result of any error or <br /> omission in the bid. All Bidders are required to submit Bids on all Bid items. <br /> 1.02 SITE VISIT <br /> A. Bidders will be provided the opportunity to investigate subsurface conditions or otherwise <br /> conduct invasive investigations, explorations, tests, or studies at the Site, with at least forty- <br /> eight (48) hours advance notice to City, in locations approved by City. Note that overhead <br /> utilities exist in the project area. . <br /> 1.03 OTHER REQUfREMENTS PRIOR TO BIDDING <br /> Submission of a Bid signifies careful examination of Bid Sections and complete understanding of <br /> the nature, extent and location of Work to be performed. <br /> y.04 EXISTING CONDITIONS AND GEOTECHNICAL DATA <br /> Bidders may examine any available existing conditions information by giving the City reasonable <br /> advance notice. <br /> 1.05 WAGE RATES <br /> A. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of <br /> worker needed to execute the Contract, as determined by Director of the State of California <br /> Department of Industrial Relations, are on file at City's office and are deemed included in the <br /> Bidding Sections. Also, Contractor shall post the applicable prevailing wage rates at the Site. . <br /> The City has a web site (www.redwoodcitv.orq), which is linked to the Department of Industrial <br /> Relations, where Bidders may obtain prevailing wage data. <br /> 1.06 BID EVALUATION <br /> A. The City may reject any and all bids and waive any informalities or minor irregularities in the Bid. <br /> The City also reserves the right, in its discretion, to reject any or all Bids; to re-bid the Project; to <br /> reject any or all nonconforming, non-responsive, unbalanced or conditional Bids; and to reject the <br /> Bid of any Bidd�r if it would not be in the best interest of City to make an award to that Bidder, <br /> whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial <br /> ability or fails to meet any other pertinent standard or criteria established by City. <br /> D. In case of discrepancy between a unit price and the total price set forth for the unit price item, the <br /> unit price shall prevail. If, however, a specified unit price is ambiguous, unintelligible, uncertain or <br /> omitted, and the total price set forth for that item is clear, the total price shall prevail, and the unit <br /> price shall equal the stated total price divided by the stated (estimated if applicable)quantity. <br /> E. Discrepancies between the indicated sum of any column of numerals and the correct sum thereof <br /> will be resolved in favor of the correct sum.
