6.5.A. - Page 4 <br /> • Greenhouse Gas (GHG) Emissions: A less than significant impact associated <br /> with GHG emissions due to an increase in the manufacturing of single-use paper <br /> bags. <br /> • Hydrology/Water Quality: (1) A beneficial impact associated with a reduction in <br /> the amount of litter and waste entering storm drains; and (2) A less than <br /> significant impact due to an increase in the use of chemicals associated with an <br /> increase in production of recyclable paper bags. <br /> • Utilities and Service Systems: (1) A less than significant impact due to increased <br /> water usage resulting from washing of reusable bags; (2) A less than significant <br /> impact due to increased wastewater generation resulting from the washing of <br /> reusable bags; and (3) A less than significant impact due to an increase in solid <br /> waste generation resulting from increased usage of paper bags. <br /> None of the impacts require mitigation because they are all either beneficial or less than <br /> significant. <br /> Recommended Findinqs <br /> Staff recommends that the City Council make the following findings, based on <br /> substantial evidence in the record: <br /> • Adoption of the proposed ordinance by the City Council is an activity within the <br /> scope of the program examined in the program EIR and is within the scope of the <br /> project described in the County's Final Program EIR (CEQA Guideline <br /> §15168(c)(1)). Specifically, <br /> • Redwood City proposes to adopt an ordinance that is textually identical to the <br /> Reusable Bag Ordinance adopted by the County of San Mateo on November 6, <br /> 2012 in all respects other than conforming changes to fit Redwood City's Municipal <br /> Code as appropriate - e.g. the name of the jurisdiction, date of adoption, etc.; <br /> • Redwood City is identified in the Initial Study and Final Program EIR that was <br /> certified by the San Mateo County Board of Supervisors in connection with the <br /> County's adoption of the Reusable Bag Ordinance. <br /> • There are no site-specific operations required by the City's adoption of its ordinance <br /> that are anticipated to create environmental effects different from those covered by <br /> the Final Program EIR. <br /> • None of the conditions listed in 14 California Code of Regulations, sections 15162(a) <br /> and 15163 are applicable to the City's adoption of the proposed ordinance. These <br /> conditions include (1) changes in the project or in the circumstances under which it <br /> is undertaken that require evaluation of new significant environmental effects and (2) <br /> the availability of new information relating to significant effects or mitigation <br />
