(CEQA Guideline §15168(c)(2).) In making this
determination, the City has evaluated whether any of the conditions in CEQA
Guideline §15162 would trigger the need for further CEQA review.
• As explained in Attachment 3 hereto, which is incorporated herein by this reference,
if the proposed reusable bag ordinance is adopted by the City, it will not result in any
significant effect on the environment, will not be growth-inducing, and will not result
in significant irreversible changes to the environment;
• There are no feasible alternatives or mitigation measures that would substantially
lessen or avoid any significant effects the project would have on the environment.
If the City Council makes these findings it can approve the proposed Ordinance as
being within the scope of the project covered by the program EIR, and no additional
environmental document is required.

`n. '`
MALCOLM SMITH
PUBLIC COMMUNICATIONS MANAGER

ROBERT B.
