8.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 25, 2013 <br /> SUBJECT <br /> Update on the Redwood City proposal to San Carlos to provide full Fire and Emergency <br /> Services <br /> RECOMMENDATION <br /> Receive an update on the Redwood City proposal to San Carlos. <br /> BACKGROUND <br /> On July 7, 2011, the City of Redwood City entered into an Agreement to Provide Fire <br /> and Emergency Services to the City of San Carlos. The Agreement was executed <br /> pursuant to the City Council's approval at the June 20, 2011 City Council meeting. <br /> At the time Redwood City and San Carlos (the "Participating Agencies") entered into the <br /> Agreement, it was agreed that San Carlos would maintain and staff its Fire Department <br /> while Redwood City would provide management and administrative support. Since the <br /> San Carlos Fire Department was reestablished and began to operate, on October 1, <br /> 2011, Redwood City has been providing personnel to ensure San Carlos meets the <br /> minimum apparatus staffing requirements. <br /> On July 9, 2012 the San Carlos City Council directed staff to begin negotiations with the <br /> City of Redwood City for an expansion of the contract for Fire Services into a full service <br /> agreement. In the interim, Participating Agencies executed a Second Amendment to the <br /> Agreement, effective August 13, 2012, to allow the Agencies to provide personnel from <br /> either agency to augment the staffing of the other agency on a critical needs basis. This <br /> amendment was scheduled to terminate January 31, 2013. Participating Agencies <br /> agreed to extend the termination date of the Second Amendment to March 31, 2013. <br /> Staff is presently working on securing an additional extension to June 30, 2013. <br /> Representatives from both cities have met frequently to fine tune the proposal. The <br /> proposal is a modification of the earlier Agreement to Provide Fire and Emergency <br /> Services. This proposal allows Redwood City to provide full Fire and Emergency <br /> Services to the City of San Carlos. <br /> The resulting amendment will allow the City of Redwood City to provide full Fire and <br /> Emergency Services at a reasonable cost to the City of San Carlos while also producing <br /> cost savings and/or additional revenue for Redwood City. In addition to the economic <br /> benefits, pursuing the model of combined or regionalized services is aligned with <br /> Council's strategic initiative of effective government operations. <br />
