8.A. - Page 2 <br /> ANALYSIS <br /> The full service model proposed to the City of San Carlos is similar to the existing <br /> agreement. The full service model includes the following services: <br /> • Fire Administration Services <br /> • Command and Operational Services <br /> • Fire Prevention, Code Enforcement and Investigation Services <br /> • Emergency Preparedness Services <br /> • Training Services <br /> San Carlos will pay an estimated first year amount of $5,495,462, for Redwood City to <br /> provide full Fire and Emergency services. <br /> In addition to the services already provided under the current hybrid model, a key <br /> component of the full service model would be the transfer of existing safety personnel <br /> (fire captains, firefighters and firefighter/paramedics) from the City of San Carlos to the <br /> City of Redwood City. Redwood City will be solely responsible for hiring, salary, <br /> benefits, workers compensation and insurance for all fire personnel. <br /> Under the proposed staffing model, San Carlos will have 21 employees assigned to <br /> Operations (fire captains, firefighters and firefighter/paramedics). With a daily minimum <br /> staffing requirement on each shift of six personnel, the seven personnel assigned to <br /> each shift will provide the depth needed to offset most overtime for planned and <br /> unplanned vacancies in San Carlos. The additional personnel (firefighter/paramedics) <br /> on each shift can be termed "Relief Staff". <br /> Under our proposal, any relief staff personnel can be used in either city to offset <br /> planned and unplanned vacancies. This will help to reduce the overtime usage in <br /> Redwood City. Redwood City will invoice San Carlos for any overtime that exceeds their <br /> overtime budget of $300,000. In addition to the benefit of relief staffing, if we continue <br /> our relationship with San Carlos we also have the opportunity for further regionalization. <br /> The potential for a fire station consolidation between Redwood City and San Carlos, <br /> brings associated cost savings. San Carlos Fire Station 16 located at 1280 Alameda de <br /> las Pulgas and Redwood City Fire Station 12, located at 3700 Jefferson Avenue are <br /> both in need of replacement and are adjacent stations/districts. The ability to join them <br /> together into one fire station with two companies is highly feasible under this <br /> agreement. Statistics/data is currently being evaluated to ensure that there would be no <br /> degradation of service to either community. Absent the full service agreement this <br /> station sharing becomes very difficult based on two labor groups working under different <br /> contracts, etc. <br /> The one time savings include property acquisition and construction of the station <br /> (potential savings to each city of $2,500,000 through cost sharing). There is potential for <br /> ongoing annual savings of $50,000 to $100,000 to each city in cost sharing to operate <br />
