She also noted that there is <br /> concern at the federal level, with a $1.1 Million federal grant for Complete Streets design <br /> along the EI Camino Real within four other cities. They are also working to revise <br /> highway design level at the state level. <br /> John Langbein echoed Chaplain Logie's earlier comments about making decisions that <br /> may be perceived as risky in regards to Complete Streets. He suggested Council <br /> consider getting help by having a Complete Streets committee or commission to look at <br /> projects in greater detail and that it be made up of the users, motorists, cyclists, <br /> pedestrians, and transit users. <br /> Rebecca Radcliffe, a resident and past member of the city's Bike, Pedestrian Advisory <br /> Committee, is in favor of making Complete Streets an active program as there is still a <br /> lot that has to be done. She shared how she and other residents may wish to walk or <br /> bike to schools or the park, but it seems too scary or unsafe due to the speed of traffic. <br /> She cited examples of the positive and sometimes unanticipated effects of Complete <br /> Streets, such as improved safety along Industrial in the Centennial neighborhood. She <br /> asked for help to ensure all people can safely get to where they need to go. <br /> Adina Levin, a resident of Menlo Park, noted she came here on a bike and primarily <br /> commutes via bike and transit. She spoke about the Friends of Caltrain's campaign up <br /> and down the corridor for access and land use, her blog, Peninsula Transportation <br /> Alternatives, and the processes on how to do this effectively with community. She spoke <br /> of two processes from other communities: having a Bike-Pedestrian Advisory <br /> Committee or a Complete Streets Commission, as the venues for technical expertise. <br /> Jim Luna spoke in favor of Complete Streets and the City's General Plan. He spoke in <br /> favor of taking action in regards to the data done on the Farm Hill Boulevard project, <br /> making it a safe street for residents, and having sustained leadership to move beyond <br /> the current status quo because it has been studied. There is community support to <br /> make it a complete street for everyone. <br /> Mike Jaconbowsley spoke in favor of Complete Streets. Herelated that he had gone to <br /> Washington D.C. years ago to meet with the late Tom Lantos. Although Mr. <br /> Jaconbowsley had thought it a complete failure, he later learned that that meeting was <br /> instrumental for laying the ground work for support for Complete Streets. He also noted <br /> that both Representatives Jackie Speier and Anna Eschoo support Complete Streets. <br /> Council discussion included reaffirming Council's commitment to Complete Streets and <br /> acknowledging of a lot of the hard work done over the years on this matter by staff and <br /> prior Councils. Some Council members disclosed that they will not be speaking to the <br /> Farm Hill Boulevard area because they live in that area and wish to avoid any potential <br /> conflict of interest. Council discussed traffic calming measures, supporting a suggestion <br /> made by former Mayor Diane Howard to work with the neighborhood associations to <br /> elicit input. <br /> A few Council Members supported a Committee focusing on this matter.
