STUDY SESSION(S) <br /> A Complete Streets Study Session <br /> Recommendation: <br /> Consider implementation of the Complete Streets goals, policies, and <br /> programs outlined in the City Council's Strategic Initiatives and the Redwood <br /> City General Plan, including: <br /> 1. How Council would like to provide input on Complete Streets project <br /> development, and <br /> 2. What public and decision-making process should be followed. <br /> Mr. Ekern, Director of Community Development, gave an update regarding what is <br /> anticipated with the General Plan for a Complete Streets program, noting this is not <br /> about any specific project and the paving program is an opportunity for possible street <br /> improvements to benefit everyone beyond automobile centrism. Staff is seeking Council <br /> recommendations for larger projects to go to the City Council and for smaller projects to <br /> go to the General Plan Subcommittee. Ms. Manzi, Senior Transportation Coordinator, <br /> made a presentation to Council (on file) that included what Complete Streets is, its <br /> history and how it can benefit the community. She noted that Californian cities are <br /> required to have a Complete Streets program, which is often tied to funding opportunities <br /> for transportation projects, and that street design is dependent on the specific nature of <br /> each street, and not just one design for all. She reviewed some local examples of <br /> Complete Streets projects and cited some of the benefits from them, which included <br /> improved safety, pleasanter walking environments, sidewalk seating, and decreases in <br /> collisions ranging from 30 to 77 percent. <br /> Public Comment <br /> Mathew Self spoke in support of Complete Streets projects and opined that it makes life <br /> better by improving safety, recreation, health, neighborhoods, business, and letting kids <br /> walk to school. He cited Alameda de Las Pulgas as an example of being more pleasant <br /> with increased home values and opined that it is critical to do this for every project as a <br /> better design. <br /> Pat Brown, representing Redwood City 2020, provided handouts to Council (on file) and <br /> spoke in favor of Complete Streets and the work that has been done. She shared <br /> detailed information about the Safe Routes to School program with the Redwood City <br /> School District as it pertains to wellness, more regular physical activity, and safe routes <br /> to walk to and from schools. <br /> Corrine Goodrich, program manager for the SamTrans Grand Boulevard Initiative, <br /> shared information on what they are doing on EI Camino Real, which is a state highway, <br /> JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD February 25, 2013 <br /> MEETING MINUTES PAGE 9 <br />
