6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 25, 2013 <br /> SUBJECT <br /> Professional Services Agreement with Alta Planning + Design for transportation <br /> consulting services for the Redwood City Safe Routes to School Walk and Bike <br /> Assessments <br /> RECOMMENDATION <br /> Approve, by motion, 1) an Agreement with Alta Planning + Design, not to exceed the <br /> amount of $76,500, to provide transportation consulting services for the Redwood City <br /> Safe Routes to School Walk and Bike Assessments, and 2) authorize the City Manager <br /> to execute the Agreement. <br /> BACKGROUND <br /> Redwood City 2020 (RWC 2020) is a collaboration of 8 public and nonprofit <br /> organizations (including the City of Redwood City) that serve children, youth and <br /> families that live in Redwood City and unincorporated North Fair Oaks. RWC 2020 <br /> began a Safe Routes to School (SRTS) program in late 2009 as an important strategy <br /> within the RWC 2020 Wellness Initiative. Since then, they have been working with the <br /> Redwood City School District, Sequoia Healthcare District, law enforcement personnel <br /> from San Mateo County and Redwood City, and planning and engineering staff of both <br /> the County and City to improve the health and safety of children in the Redwood City <br /> School District. <br /> RWC 2020's experience with SRTS in Redwood City has clarified: <br /> • The need to develop a walking/cycling to school program that is indigenous to <br /> the culture, environment, needs and capacity of each particular school <br /> • That education for parents, teachers, and students is critical to the success of the <br /> program, and <br /> • That traffic enforcement and engineering changes are also critical for success. <br /> In the summer of 2011, RWC 2020 approached the City with an offer to help write a <br /> grant for federal SRTS, non-infrastructure funding. The purpose of the SRTS grant is to <br /> increase the number of students who are safely walking and bicycling to school. The <br /> grant will fund the creation of a Safe Routes to School task force, walking/biking <br /> assessments for the six participating schools and provide tools to establish, maintain, <br /> and evaluate behavioral changes to encourage walking and bicycling to school. The <br /> participating schools are: Adelante, Fair Oaks, Garfield, Hawes, John Gill, and Roy <br />
